In china, peasant-workers had created from the economic system’s transformation and grown with the industrialization and urbanization. They leave rural areas into cities to work in non-agricultural industry; however, their rights can’t be treated and achieved equally due to the long-standing urban-rural dual economic and social structure. As to promote social harmony and stability, more and more people concern the construction of social security of peasant-workers.First, this paper introduces the key content of Maslow’s hierarchy of needs theory, and then explains the concept and character about peasant-works. Secondly, it summarizes the research results and problems about domestic and foreign social security of peasant-workers from the theory aspect and practical operation aspect. Thirdly, the paper explains the content of the five levels’needs deeply, and then refines the needs according to theoretical research about the social security of peasant-workers. Furthermore, it grasps peasant-workers’survival and developmental needs through questionnaires survey and interviews ways. Moreover, it finds that peasant-workers’survival and developmental needs mainly focus on low and middle needs level after counting and analyzing the survey data, where after, it finds that the requirement’s condition about peasant-workers’survival and developmental needs brings into correspondence with the one of peasant-worker’s social security needs. On this basic, the paper establishes and explains peasant-workers’development model through combining the needs and social security projects.Finally, this paper proposes measures through two aspects to improve model and make sure model carry out. On the one hand, the measures start from each item of peasant-workers’ social security including the minimum standard of living, industrial injury insurance, unemployment insurance, endowment insurance, medical insurance, maternity insurance and education of the children of peasant-workers. On the other hand, it mainly proposes to break the urban-rural dual structure from reforming and improving the household registration system and employment system.
