Administrative Culture Construction Under The Background Of Service-oriented Government

Our country is experiencing a new era of service-oriented government construction and the reform is in progress in political, economic, society and culture. Service-oriented government is raised in contrary to control-oriented government. It is on the basis of citizen standard, advocating government’s service conception, to put it another way, service is the core and purpose of government. Government is to realize the fundamental interests of the majority of people. In order to comply with the requirements of service-oriented government, the position and function of government is transforming quietly. At the same time, a new kind of administrative culture is required to adapt to and push the development of service-oriented government.With the development of the reform of our administrative system, the function of administrative culture is becoming more and more outstanding. The administrative culture of control-oriented government is formed and developed under a certain background, and had made great contribution to the development of socialistic culture. However, with the developing of society, its original drawbacks become obvious and even worse, which has become impediment of the construction of our service-oriented government. According to the problems above, this article starts from the current situation of administrative culture, points out the problems, such as lack of public service conciseness, lack of innovative service systems. Then explores the original reasons of them, and makes a thorough inquiry into the deep causes. On the basis of the reason analysis, this article raises suggestions and measures according to the problems, such as forming citizen-oriented service concept; ensuring and implementing the core values of administrative culture; enforcing quality-oriented construction of administration mainstay; enforcing government performance evaluation and government affairs opening system; achieving administration by law. All this series measures are not only good for the development of service-oriented government, but also good for the construction of administrative culture, and make it comply with the trend of the development of service-oriented government.
