Research On The Construction Of Service-oriented Government In China From The Perspective Of Administrative Culture

At present,the wave of globalization that characterized by marketization,informatization and networking,is unstoppable.Citizens' demands for the nation and government's services are also expanding rapidly,and the government's ungovernability is growing.In order to get out of the dilemma,a series of changes are under way in various fields of our country,and the political system reform with administrative reform as the main content is also vividly on paper.The Eighteenth CPC National Congress clearly pointed out: "Deepen the political system reform,to build a service-oriented government that make the people satisfied with its scientific function,optimized structure,clean and efficient".Service-oriented government is relative to the traditional regulatory government,it shows the concept of citizen-based,is to serve the people of the government and the people responsible for the specific principles of government work.One of the basic objectives of administrative reform is the construction of service-oriented government,and vigorously promote the construction of service-oriented government has become a vital part of China's social development.The administrative reform of the service-oriented government as the basic goal not only needs to change the government function,straighten out the government relations,optimize the government structure and other Hard Elements change,but also need the administrative culture of the internal administrative values and behavior patterns of Soft Elements of the spirit of support.Cultural and economic,political and more relative second part defines the meaning of administrative culture and service-oriented government,analyzes its basic characteristics,expounds the function of administrative culture,and clearly points out that this paper combines organizational culture theory,principal-agent theory,new public management theory and governance theory as the theoretical basis of the study.The third part,from the positive and negative effects of two aspects of the administrative culture in the service-oriented government construction process in the impact,so as to clarify the administrative culture of service-oriented government construction constraints,that the formation and service-oriented government Construction to adapt to the direction of advanced administrative culture.The fourth part,from the perspective of
