The examination system of recruiting civil servant is animportant part of civil servant system, and it is also the first pass ofthe selection of civil servants.“Qualified personnel guarantee goodgovernance”,“cadres are decisive factor, once a political line isdecided”, therefore the study of Chinese examination system ofrecruiting civil servant has great practical and theoreticalsignificance.Chinese examination system of recruiting civil servant is inreference to the ancient imperial examination system and modernwestern civil servant system, in addition, it is a combination of theexperience of a long-term accumulation of personnel management ofCommunist Party of China, and therefore, it is in line with China’snational conditions. From the promulgation of “ProvisionalRegulations on state civil servants” in1993, to the carrying out of“PRC Civil Servant Law” in2006, coupled with a series of rules andlocal experience, China’s civil servant system including theexamination system of recruiting civil servant is becoming more andmore mature. However, none is perfect, the examination system ofrecruiting civil servant in China still needs improvement anddevelopment in some area. In recent years,“the fever of national civilservice examination” and some negative phenomenon of the practiceof recruiting the civil servant are all worth thinking.This paper reviews the history of Chinese examination system ofrecruiting civil servant, discusses the current situation and problemsof the system, and puts forward some opinions and suggestions to those problems.The thesis is composed of two parts:The first part is the preface. It mainly includes the backgroundsand significances of the topic, the present research at home andabroad on the topic, and the thoughts and methods in the study of thepaper.The second part is divided into three chapters, which is the mainbody of this thesis. The first chapter is an overview of theexamination system of recruiting civil servant. This part mainlyintroduces the basic connotations of the civil servant system and thesystem of examination and appointment, the development of foreignsystem of examination and appointment, the history of Chineseexamination system of recruiting civil servant as well as thecharacteristics while it’s developing process.The second chapter is the analysis of Chinese examinationsystem of recruiting civil servant. This part includes three aspects aspresent situation, achievements and problems of the current Chineseexamination system of recruiting civil servant, and makes a relativelycomplete description and deep analysis of the system.The third chapter is on the development of Chinese examinationsystem of recruiting civil servant. As the system needs to beimproved, hence, this chapter puts forward consummate thoughtsfrom the following aspects: to establish the scientific concept, tostrengthen the top-level design, to promote the scientificity and thefairness of the examination system of recruiting civil servant.
