The Villager Autonomy Of Elections

The system has been proved to be a useful exploration to the construction of the socialistdemocracy under the leadership of the party and the government. It is an active choice to theforms of socialist democracy with Chinese characteristics.One of the villages’autonomy’sessential contents is to give villagers the direct election right to their ownvillagers’committees.It strengthens the construction of the rural grassroots democracy,as itsimportant content and form.Enriches the practice of democratic electoral system,perfects theexploration to the theory of the democratic elections with Chinese characteristics.Sincethe"Village Committee Organization Law,"was formally promulgated and implemented in1998,active practice and exploration have been made in villages throughout the country in theelectoral process. Though we have made some progress indeed,meanwhile,there are manyissues in the system and practice that affect the implementation of villagers’autonomy andrural social stability.The paper is divided into five sections of the rural elections were discussed:the first partintroduces the topics of the purpose and significance of the topic,research status,researchideas and research methods,the villagers electoral system overview.The second sectiondescribes the important role in the villagers autonomous context of participation of villageelections.The content and features of the village elections,described the important role ofvillage elections.the third section discusses the existing problems in the village elections.Theelections of villages candidates indifference,campaign purpose of private serious,fewgrassroots cadres lack of knowledge of the election,village party branch and villagecommittee conflicts;lack the legal system;election illegal phenomenon.The fourth part of theanalysis of the reasons a village election issues,including economic reasons, villagecommittees with the relationship of grass-roots government and party branches not clearlydefined;bribery phenomenon with the legal system is not perfect.reasons villagers’ culturalawareness of managers’ sense of law and the lack of democratic habits.The fifth part in theanalysis of the previous proposed countermeasures to improve the villagers’ election.Specification village elections to participate in the program,and enhance the transparency ofthe elections of villagers,and rationalize ruralpart and government relations,building sciencethe efficient two committees operating mechanism,establish an effective monitoringmechanism to ensure that the normative and practical operability of the villageelections.Finally,the conclusions of this study.
