With the development of economy and the progress of the society,requires the government to speed up the transformation and upgrading,to further improve the service efficiency and service quality,more dependent on government departments to the transformation and upgrading of talent,talent is the key to the transformation and upgrading of public management.The use of modern human resource management in public management method is necessary.How to adapt to the rapid change of social environment,and promote the public administration value maximization is the public management need to solve the problem.Training on the one hand,is conducive to help the public management training and reserve the key talents to adapt to the change of social environment,on the other hand,for employees to self improvement,and improve the post competency,thus improving job satisfaction,help the government to retain key talents and solve the problem of transformation and upgrading of the government.So in this paper,the training mode of teda in the public sector,build more perfect public sector training model,help Tianjin development zone in the public sector to achieve transformation and upgrading,to adapt to changes in social environment,to solve talent dilemma.So the dissertation in Tianjin development zone of the public sector human resources management training model as an example,based on the status quo analysis found that the problem-analysis problem-the study of logic to solve the problem,using literature study and investigation,analysis of teda in the public sector human resources present situation and the problems existing in the training mode,and excavate the reasons behind the problem,and improve the Tianjin development zone is proposed on the basis of public sector's human resource training mode,and to implement the training mode from the culture consciousness,the implementation of the training project of hardware and software support,training,implementation of other safeguards the five aspects of specific operational stronger security measures are put forward.The article innovation point is to choose Tianjin development zone public sector this group as the research object of this article,to perfect the training system of public sector provides effective reference.
