Research On Status And Improvement Measures Of Migrant Population Family Planning Services In Nantong

With the development of china’s reform and opening up,and the establishment of the socialist market economy,and the increasing of people’s product awareness and seeking to develop awareness, the number of migrant population is increasing. The number of migrant population has dramatically climbed to 221 million in the year of 2010 from 6.57 million in 1982. Migrant population play a significant role in social economic development and urban construction, but also is a challenge for family planning work. The migrant population are farmers mainly from underdeveloped areas into economically developed areas, farmers, college students, laid-off workers and urban residents largely inflow to towns. Most of migrant population’s fertility is at its peak, and is the focus of family planning work. Because the migrant population is extensive all over the country, most of them are individuals mainly engaged in production and business activities, and have no fixed place of work and residence. Their birth concepts are backward. In addition the inflowing place provides reproductive health and family planning services are insufficient, it leads management difficulties and weak management issues to migrant population of family planning.This is precisely in this context that the family planning services of the migrant population of the theoretical analysis, combined with the actual situation in Nantong City the emprirical analysis. This paper first introduces the research background, defined management concepts about migrant population of family planning services. Next, ananyzes existing problems of migrant population of family planning services: lack of effective management system and assessment mechanism, "Community service" management should be improved, to promote information construction and incomplete safeguards, etc. And propose the solution way and the concrete countermeasure on the basis of learning from the domestic and foreign advanced experiences, for example: strengthen necessary migrant population management laws and regulations; improve the migrant population of family planning community services management; increase information service management of migrant population; reinforce the basic support of the migrant population of family planning services and so on. The paper seeks to explore the creation of Nantong characteristics of“local management of the public service”and new model of the family planning management of the migrant population, promoting Nantong’s level of the family planning management of the migrant population.
