Study On The Problems And Countermeasures Of Family Planning Service For Floating Population In The Urbun-rural Fringe Areas

Since the reform and opening up,the population flow of China becomes increasingly frequent.Due to various advantages of the urban-rural fringe areas,such as more employment opportunities,continuously improved infrastructure construction,and lower cost of living than that of the core area,a large number of floating population come to such areas to work,live and settle down.Leyuan is a typical urban-rural fringe area.In 2017,it had a permanent population of 66,489,of whom 13,935 were floating population.Taking Leyuan Town as an example,this paper studies the problems in family planning service of floating population in urban-rural fringe areas and puts forward countermeasures.At home and abroad,there are few researches on family planning services of floating population in urban-rural fringe areas under the new “comprehensive two-child” policy.To this regard,this paper has made some innovation in the research content and research object.First of all,according to the background of the selected topic and the significance of the research,literature research,case study,field investigation and questionnaire are used in this paper and,the related concepts and theoretical basis are summarized.Secondly,the floating population of Leyuan Town is analyzed and studied;the family planning service stage of such population is divided out;and the main actions adopted by the family planning service at the present stage of such population are explained clearly.On this basis,a number of problems have been found.For example,in urban-rural fringe areas,existing family planning services cannot meet the needs of the floating population;the service coverage is low;there are more illegal fertility phenomena;and the service equalization lags behind.Thirdly,the causes of these problems are analyzed from the following six aspects,which are respectively information collection,consciousness of service acceptance,concept of fertility culture,coordination of functional departments,regional restrictions and legal protection.Finally,in view of the above problems and reasons,the countermeasures and suggestions to improve the family planning service of floating population in the urban-rural fringe areas are put forward,which can be specified as below.Firstly,collect the information on floating population by designing a population information all-purpose card and establishing a dynamic monitoring system.Secondly,meet the needs of floating population by strengthening family planning and updating service content.Thirdly,improve service coverage by promotion,publicity and knowledge training.Fourthly,improve the comprehensive service mechanism of functional departments by the linkage of departments and the establishment of assessment mechanism.Fifthly,break regional restrictions by strengthening regional information and service exchange.Sixthly,achieve the legalization of service guarantee by introducing laws and regulations and making legal construction.
