Research On The Level And Efficiency Of Population And Family Planning Public Servicesin Western Region

The report of the 19 th CPC National Congress clearly stated that socialism with Chinese characteristics has entered a new era,and that by 2035 the equalization of basic public services has been basically achieved,representing that all people will jointly make solid steps toward prosperity.Basic public services are the cornerstone of safeguarding people's living standards and maintaining social stability and harmony.Population and family planning public services are an important part of this.To study the public services for population and family planning in the western region,on the one hand,in the new situation in which China implements a comprehensive two-child policy,it is of great significance to promote the smooth implementation of the comprehensive two-child policy;on the other hand,the population and family planning public service in the western region is well resolved.The service issue will provide new ideas and new goals for solving the major contradictions in the new era of socialism.This article uses the three theories of fairness and justice theory,public goods theory and new public service theory,systematically reviews the domestic and foreign research results such as the conceptual connotation,content and research methods of population and family planning public services.Taking 12 provinces in the western region as the research object,using 2015 population and familydata envelopment(DEA)methods,the use of EXCEL and DEAP 2.1 software completed Construction of Indicator System and Measurement of the Level and Efficiency of Population Services and Family Planning Public Services in Western China.The empirical results show that the overall level of public services for population and family planning in the western region of China is relatively low and the phenomenon of regional differentiation is obvious.The efficiency gap is relatively large.The reasons are mainly from three aspects: cognitive factors,input factors and institutional factors.Furthermore,it proposes measures and suggestions on improving the level and efficiency of population and family planning public services in the western region in three aspects: raising the awareness of the government and the public,increasing the investment in the western region,and improving the related institutional construction.
