Floating population is a special group emerged in the process of China’s industrializationand urbanization. From Reform an Opening-up, it has increasing rapidly, with the characteristicof “faminization” in its structure. As a result, the problem has appeared of the compulsoryeducation of the children of floating population.The problem of migrant children’s education has already caused the government’s highattention. To solve the problem, our government has already made the” two-main” policy. Thequality of migrant children’s education cannot be guaranteed because of the unbalance betweensupply and demand. It is crucial to concern and handle the problem of migrant children sharehigh quality educational resources in order to promote the balance and development ofcompulsory education, and achieve educational equity, and above all, to construct harmonioussociety.Through the literature research and taking account of this study, first, some importantconcepts such as migrant children, high quality educational sharing are defined. Second, basedon the relevant theoretical results and four elementary school in Jiangbei district, it usesquestionnaires, interviews and other empirical methods of investigation to investigate theeducational expenses, teaching equipment, the quantity and quality of teachers and coursearrangement of the four schools. After a series of data collation and analysis, it is proved that theimmigrant children can not share the high quality education as the local students. Then analyzesthe reason why they can not share high quality. There are four main reasons, the reason ofsociety and history, the reason of the inflow government, the reason of the schools that acceptthe immigrant children and the reason of their families and themselves. Finally, according to theactual situation of Jingbei district, this research gives the feasibility of the proposed. And it findsout that in order to solve the problem, we should focus on educational expenses and the quantityand quality of teachers. As to the transfer of financial problem of migrant children share thehigh quality education, the author suggests a theoretical assumption. The author also givessolutions to the problem of quantity and quality of teachers. the country, the input government,the schools and themselves should do something to ensure the immigrant children share thehigh quality education and achieve education equality.
