In recent years, the number of overseas Chinese experts who are active todevelop their career in China has been increased. They are playing an importantrole in bettering our techniques, refreshing our industries, driving to transfer theway of economic development, and promoting the development of our economy.The thesis summarizes their main situation and challenges of the overseasChinese in Shanghai based on the documentary study, questionnaires and dataanalysis. Also, the thesis analyzes some policies of talent introduction, its goodresults and key problems in Shanghai. Through reading the relevant works anddocuments at home and abroad, as well as analyzing the main situation of thetalents introduction in different countries, the thesis has set an example. At last,combined with the theory of talent flow, the push-pull effect, the utility theoryand the five-margin culture, the thesis attempts to analyze how to enforce thestep of talents introduction from the developmental environment, the governmental services and the integration to the local for the overseas Chinese.Meanwhile, the author puts forward the specific strategy to introduce high-leveltalents to ensure the development smoothly for the overseas Chinese inShanghai.The conclusion is that the talents introduction plays a very important role inpushing the economic development of Shanghai. To fulfill it very well, it isnecessary to supply the suitable environment and excellent service fromgovernments. Besides, we should introduce the overseas Chinese mainly andtake full advantage of the overseas Chinese affairs to help them solve someobstacles in the way of development in Shanghai from different perspectives andmethods so that they can fulfill their value thoroughly.
