Research On The Introduction Of Overseas High-level Talents In Dalian

In the era of economic integration and Globalization,the role of talents in economic and social development is increasingly becoming the key factor.Knowledge and the Internet economy have accelerated the flow of talent around the world.In order to have a favorable position in the new economic wave,each countries and regions have put human resource reserves,especially the introduction of high-level overseas talents,as the important strategic decision of the state.Based on the theory of human resources,this paper analyzes the meaning of talent and talent flow.From the aspect of experience in introducing overseas high-level talents in domestic and foreign developed areas,this paper summarizes and analyzes the policy of domestic and foreign overseas high-level talents introduction,and then puts forward the key inspiration of overseas high-level talents introduction in Dalian.At the same time,based on seriously summarizing and actively exploring strategies and experiences of overseas high-level introduction in Dalian,this paper puts forward the problems to be solved and finds some feasible policy recommendations such as establishing an open and flexible mechanism with international competitiveness or setting up an environment and public service system of high-quality overseas high-level talents introduction,in order to bring a new perspective for the introduction of overseas high-level in Dalian,hoping that it can provide necessary human resources and create intellectual protections to the sustained and steady growth of Dalian's economy and society,especially for emerging strategic and priority development industries.
