Education is not only the foundation for the promotion and progress of thecountry, nation and society but also the fundamental method for the improvement ofthe national quality and the all-round development of human. So education is thefundamental livelihood of people and it reposes the expectation for the happy life ofeach family and the dream of millions of students for their bright future. However,the problem of disabled people is unavoidable in the human revolution progress andspecial education is also an evitable product in social development. It can’t disappearas long as human being exists.Recently, many progresses in the special education of XinJiang have been madeunder the joint effort of the government and education workers. Up to now, our areahas continually held two conferences on the area of special education and a series ofpolicies and resolutions are settled down for the development of special education.Besides these progresses, there are still some unavoidable problems such as theteaching idea, teaching circumstances and especially construction of the teachers’group, which, to largest degree, is the guarantee and power for the modernization ofthe special education. This thesis compares the development of the world specialeducation and that of our country and Xin Jiang, analyzes the current situation ofresearch both at home and abroad. Aiming at the construction of special education ofXin Jiang and by means of Questionnaire survey procedure, interview investigation,this thesis figures out the problem for the teacher construction and points out thecorresponding measures. The key problems for teacher construction of XinJiangspecial education mainly include the following aspects: small in total quantity; solein types; low degree in specialty for the teachers; unreasonable in structure of theteacher group; arduous in teacher’s duties; lack of professional emotions; weak intraining degree and flawed in the training content. With these problems taken intoconsideration, the author suggests that the measures should be taken in the followingaspects: raise the status of special education and strengthen the law construction ofspecial education and that of teachers; improve the training system construction of special education teachers in normal colleges and universities; adopt flexiblemanagement mode to regulate the school management; reinforce the trainingprogram and improve the post training system of special education teachers; improvethe economic and social status of special education teachers.
