In China, the colleges and universities run by civilian (private colleges or universities), the important and effective supplementary form for their counterparts run by government, also face human resource problem. Only can excellent teachers and staff guarantee the colleges and universities run by civilian to develop rapidly and to cultivate more talents. However, due to the shrink of student’s quantity and stiff competition among universities in recent years, the colleges and universities run by civilian have to fit the market demand and adjust themselves to enhance their own competitive power by cultivating more senior teachers who equip with the latest professional knowledge and can lead universities to develop rapidly. Therefore, it is necessary to build an advanced teacher’s performance appraisal system in those universities to guarantee their sustainable and healthy development. Nevertheless, there are a great number of problems and deficiencies in teacher’s performance appraisal system in the colleges and universities run by civilian. This essay takes a scientific study of teacher’s performance appraisal system in Xi’an Eurasia University and recommends some improvement and solution.This thesis is composed of seven chapters, in which the author takes a scientific study of teacher’s performance appraisal system of the university by combining theory and practice, quantitative and qualitative approaches, questionnaire, KPI and other interrelated theories. First of all, this essay analyzes the current assessment index and institutional structure of teacher’s performance appraisal system in Xi’an Eurasia University. Next, based on her investigation and research, the author indicates the existed problems in teacher’s performance appraisal system in the university and analyzes the causes of those problems. Third, the author recommends the improvement strategy of teacher’s performance appraisal system in Xi’an Eurasia University in six aspects, including optimizing the current assessment index、 applying appraisal results in multichanne、 assessing teacher’s performance independently in secondary colleges. Forth, the author indicates four guaranteeing measures. Finally, this paper makes a summary.
