With the coming of Intellectual Economy Times, production factors not just onlycontain capital, labor, machines, plants but knowledge as well.In the era of knowledgeeconomy society, no matter who masters amounts of high-quality talents of Scienceand Education, he will master the competitive advantages and initiative. Collegesgathered with swelling intellectuals burden with the obligation to scientificinnovation,productivity improvement and building wealth. Therefore, colleges mustenhance their own core competitiveness to keep pace the first class universities byimproving education quality, enhancing the construction of faculties and science,reinforcing the scientific research ability. All we’ve discussed above resort toinnovative talents. Of implementing talent strategy, colleges, at one side, shall focuson internal training, and, at a flip side, talent introduction. Talent introduction hasbecome a key topic that relates to ripple reaction. Once colleges’ investment has failed,it means that colleges should suffer double losses—both the visible and invisible costof Investment, which are direct finance cost and the opportunity cost of CHC.Moreover, the failure will definitely cause impacts on colleges’ long-term developstrategy and core competitiveness, eventually to lower colleges’ ability in fiercecompetition.Due to the fact that our colleges belong to non-profit public institutions, the basicfunction is to offer public services. The education funds of colleges mainly depend oncentral and local financial allocation funds and slightly independent innovativeincomes. And the employment system take the guidance of the state formulatedprocedures. Compared to enterprises, for a long time, colleges lack of out pressureand their directors has week management, which definitely block the optimalallocation of human resources and even waste their human resources.Hence, colleges must set up the concepts of analysis of Human capital costs andbenefits, and take HCIR as the basis in consideration of the perspectives ofEconomics and Managements to focus on talent introduction. The essay syntheticallyadopts literature, comparative analysis and interviewing method. By consulting lots of research documents and interviewing colleges’ faculties-in-chief, and browsing theresearch reports on Internet, and analyzing the risks of talent introduction, andavoiding effectively HCIR, I, in the essay, humbly propose that the colleges should setup the prospect of modern human capital resources management—In order toconstruction of Human capital risk defensive system, colleges should found a series oftalent introduction mechanisms, such as, teachers’ selective mechanism, Teachers’appointment system, training and re-education system and environmentalconstruction..
