The implementation of the "double first-class" strategy for higher education has created a good opportunity for universities to achieve rapid development and greatly enhanced the social influence of universities.As a major province of higher education,Shaanxi has achieved rapid development in the construction of "double first-class".However,at the same time of rapid development,new problems have also arisen,and the introduction of highlevel talents has generated a lot of risks,resulting in a waste of public resources.How to prevent the occurrence of risks in the introduction of talents and help colleges and universities achieve the goal of "double first-class" construction as soon as possible must be carefully studied.This article uses the literature analysis method and in-depth interview method to take the “double first-class” construction universities in Shaanxi Province as the research object,and uses the “rational economic man” hypothesis theory,the “person-environment matching” theory,and risk management theory."Research on the introduction of talents in construction universities and the risks in the introduction of talents have been conducted,and the risk factors in the introduction of high-level talents in the "double first-class" construction colleges in Shaanxi Province have been identified as follows: the risk of deviations in the employment results and the presence of imported talent The risk of mismatch with the position,the risk of deviation of talent value orientation,the risk of brain drain,and the risk of personal safety hazards for overseas talent introduction.On this basis,further analysis of the reasons for the risk arises from the lack of "rationality" in talent introduction,the inadequate evaluation mechanism for talents at the recruitment stage,the lack of correlation between incentives,and the lack of high-level talent management and service atmosphere.In order to further establish and improve the countermeasures for preventing talent introduction risk in Shaanxi Province’s "double first-class" construction colleges and effectively prevent the occurrence of risks,this article proposes to formulate a scientific and reasonable talent introduction strategy,improve the talent evaluation mechanism at the recruitment stage,and improve the high-level talent incentive mechanism And the risk prevention measures to improve the high-level talent management system and environmental construction in colleges and universities.
