After entry into the 21st century, the new changes of the domestic and foreign environment about politics, economy and society put forward a further requirement of strengthening the college instructors’quality construction. This quality construction is a strong organization guarantee of strengthening the ideological and political education of the college students, which is significant to keep the socialism construction with Chinese characteristics prosperous and successive through the strategy of implementation of rejuvenating China through science and education and reinvigorating China through human resource development. The quality of an instructor influences his or her working performance directly, and influences the students’healthy development and full scale development as well. Under the new situation, it is an important subject in front of us that what kind of quality an instructor should have and how to raise his or her quality.The first part mainly discusses the history and quality status of the college instructors. From the early foundation of new China till now, with the changes of domestic and foreign political situation, the gradual enhancement of socialist spiritual civilization and the continuous development of education, the troop of college instructors in China develops rapidly towards the direction of professionalization and specialization. At present, the quality status of college instructors is shown in detail as their non-specialization, the insufficiency of the troop ability, the dimness of their responsibility limits and the difference of individual quality performance. The main reasons leading to the status are as follow:the inaccurateness of the instructor role cognition in colleges, the imperfection of the scientific research policy of the instructors, the immatureness of the effective instructor training system and the unreasonableness of the instructor management mechanism.The second part mainly analyzes the advantage of different modes by comparing the characteristic of American management mode, Japanese mode and HongKong area mode, and then summarizes the trend of the student affairs management abroad, including era subject trend, integration trend, adaptability trend, practical trend, quality education trend, tradition-oriented trend. When carrying out the student affairs management, we can take the foreign advanced methods and experience as a reference and make full use of these beneficial overseas resources. After summarizing that the main differences between the inside student affairs management and outside ones are the aspects of the value idea, the scale structure and the working manner, the college instructor quality construction can pay more attention to student stimulation, system coordination and specialty cultivation.The third part summarizes the concrete qualities that an instructor is required to have so that he or she can be competent of the job, pursuant to the quality requirement in the related national policy documents and the new demand of the instructor quality raised by the characteristic of the college students especially the after 90s ones in new time. The first one is the ideological and political quality, which consists of political quality, ideological and moral quality and innovation ability. In the instructor quality structure, the ideological and political quality plays a leading role. The second quality is the professional knowledge quality, including knowledge of laws and regulations, ideological and political education, psychology, career, education, talent studies and sociology. Moreover, the individual competence quality is needed, including communication ability, organization and management ability, emergency-handling ability and scientific research ability, etc.According to the above discussion, the fourth part puts forward the specific thought of strengthening the instructor quality construction. This thought mainly consists of two aspects. One is the construction of the external environment, including the strengthening of the training system, evaluation system and the stipulating system of instructors, by listing some specific measures as references, which have already been operated effectively in various colleges and carried out by the government. The other one is the quality improvement of their own, for instance, improving physical and psychological quality by enhancing physical exercise, improving the working skills by keeping a lifelong learning and improving the cooperation consciousness by focusing on teaching jobs.
