With the rapid development of economy and society and the constant improvement of science and technology, the need for innovative talents has become a social request for the cultivation of elites in higher education institutions. The Higher Education Law of the People’s Republic of China promulgated in1998states clearly that the task of higher education is to foster specialized personnel with innovative spirit and practical ability. In2007, the Report to the Seventeenth National Congress of the Communist Party of China again put forward that higher education should focus on training and creating qualified talents with innovative spirit and practical ability. Scientific and reasonable curriculum is the foundation to ensure the quality of talent training and to realize the target of talent cultivation. As the main one among the majors in Physical Education of Higher Education, Physical Education Major undertakes the important task of cultivating the teaching staff of PE in schools of all levels and kinds, especially in primary and secondary schools. However, in recent years, some problems have appeared, for example, the graduates’sports level and ability of move demonstration can not meet the standards of physical education, and there’s a lack of innovation in teaching. Thus, how to improve students’innovation and practical ability has become one of the major issues in cultivating Physical Education majors. To optimize talent-cultivating scheme of Physical Education Majors, especially the curriculum system is the primary among the most important.Set in innovation education and from the perspective of social demand and post requirements, this research investigates and analyses the target of talent cultivation of present schemes of Physical Education Major in sports colleges and universities in Shaanxi Province, through the method of documentation, on-the-spot investigation and visits, questionnaire, theoretical analysis, mathematical statistics, etc. From the perspective on innovating education in higher education, this paper raises tentatively the basic concept to optimize the talent-cultivating scheme in Physical Education Major. The results are as follows:1. The orientation of the target of professional talents training for sports education in sports colleges and universities in Shaanxi province basically complies with the regulation of Curriculum Plan put forward in2003. Some of the colleges and universities should adjust their training target timely to the need for sports education talents exerted by the development of economy and society.2. Through the investigation of the standards of the sports education talents training in sports colleges and universities in Shaanxi Province, this research finds: about31.44%of administrators and47.42%of teachers think that the talent-cultivating standard of their college or university is "very beneficial" or "comparatively beneficial" to students’ master of basic knowledge, techniques and skills in sports. Only4.64%of administrators9.28%of teachers think it "very beneficial" or "comparatively beneficial" to cultivating the ability in practical teaching.5.67%of administrators10.82%of teachers think it "very beneficial" or "comparatively beneficial" to students’innovation. Through this, we know that Physical Education Major in sports colleges and universities in Shaanxi Province pay more attention to training students’master of basic knowledge, techniques and skills in sports, but ignore the cultivation of innovation and practical teaching ability.3. As for the types of courses, among the basic professional courses, first, there’s pedagogy in most colleges and universities, however, the courses in pedagogy are not adequate; second, the setting of curricula is unbalanced in Physical Education Majors in some of sports colleges and universities in Shaanxi Province. For example, among the basic professional courses in Baoji University of Arts and Sciences, there are more courses in kinesiology, and less in sports humanities. Among professional courses, first, there is a lack of the frontier courses of this major. For example, the presently welcomed courses such as badminton, tennis and table tennis are not in the scheme. Second, there are advanced courses of main and deputy items. Generally, the advanced courses of main items are opened in the5th term, lasting2-3terms. This can’t guarantee the students’master of the courses. Besides, restricted by the factors such as sites, facilities, faculties and the reasonable use of sports resources, not all the courses can be opened as required by the Curriculum Plan of2003. For example, considering students’real physical conditions, there are no advanced courses of main items in gym courses in some colleges and universities. Third, among the professional courses, there is a general lack of the setting of pedagogy and teaching courses, among which, only Yan’an University opens the course of Teaching Theory.4. At present, the structure of the courses in physical education major in sports colleges and universities in Shaanxi Province is not reasonable enough, remaining to be adjusted. The proportion of compulsory courses in total credits far outweighs the proportion of electives. The proportion of compulsory courses in total credits in most colleges and universities is75%-82%, while optional courses18%-22%. The proportion of the theoretical courses is high, but the proportion of physical technology courses is comparatively low. The general proportion is5:5, and even6:4.5. The internship of students in Physical Education Major in sports colleges and universities in Shaanxi Province lasts from6to10weeks. The mode is disposable, and the general organization is centralized practice, leading to the problems of periods being short and raodel and pattern being single.Suggestions:1. As for the setting of courses, among the basic professional courses, to include pedagogy, psychology and educational psychology, and to balance the proportion of courses in sports humanities and in kinesiology. Among the professional courses, to add the setting of frontier courses, such as badminton, table tennis and tennis. To extend the time for advanced courses in main items properly; to add the courses in pedagogy and teaching, such as the teaching method of physical education in middle schools and teaching theory of physical education.2. In the course structure, streamline the required curriculum, expand elective courses, and construct the course structure which contains a coordinated and balanced development of theoretical and practical subjects. Increase the "theoretical subjects" and reduce "technical subjects" properly to adapt to the culture of innovation education on the practical ability of students.3. Colleges and universities should properly add the time in education internship, and adopt both the distributed and centralized forms of internship organization, and advocate changing the disposable internship mode into apprenticing in stages and by steps in order to improve the students’practical ability and comprehensive quality.4. Qualified faculties and teachers are the core resources in curriculum construction, reform and implementation. Colleges and universities should add fresh resources into teaching, enhance the training for teachers immensely, and improve teachers’movement technique level and scientific research ability, in order to further improve the quality and competency of teachers in physical education major in sports colleges and universities.
