Research On The Academic Committee System Of Colleges And Universities In China

Currently,Chinese government and colleges are actively exploring effective ways to construct "Double Tops".The 2019 Government Work Report also emphasizes "We will develop more equitable and higher quality education" and "We will continue efforts to develop world-class universities and world-class disciplines." The construction of world-class universities and world-class disciplines needs to rely on the perfect modern university institution and governance system with Chinese characteristics.The academic committee system is an important part of the modern university institution,and it is also the guarantee of university talent-cultivating and academic development.The establishment of a sound academic committee system is the call of the essence of the university.The research on the academic committee system of colleges and universities has both theoretical value and practical significance.It can not only provide theoretical support for the reform of the internal management system and operation mechanism of higher education,but also further advance the implementation of the academic committee system,thus serving the "Double Tops" construction.It has been five years since the publication of The Regulations of the Academic Committee of Colleges and Universities.The domestic colleges and universities have set up academic committees and formulated relevant regulations.However,the actual operation of the academic committee system still needs to be explored.This study is based on the text of The Academic Committee Constitution of 15 provincial undergraduate colleges in A province,and from point to plane,hopes to have a deep understanding of the development trend of the college academic committee system in China.Firstly,this study expounds the basic concepts and theories related to the academic committee system,and reviews the historical origin of the college academic management system in China.Through the analysis of the development course andtypical cases of American university councils,we summarized the lessons that can be used for reference.That is,the development of academic committees requires perfect laws and regulations,clear division of duties,and standardized operation mechanisms.Secondly,through the analysis of the personnel composition,organizational structure,function orientation,operational mechanism and other factors of the academic committees of 15 colleges and universities,it is found that the problems existing in the academic committee system of colleges and universities in China are mainly reflected in the national design of the academic committee system and implementation of academic committee system in colleges and universities.Finally,aiming at the problems existing in the academic committee system of colleges and universities,this study puts forward two important points for future development:First,through the coordination of the relationship between the government,universities and society,the improvement of the provincial government's overall planning ability,the revision and improvement of The Regulations of the Academic Committee of Colleges and Universities,create a stable external environment for the development of the academic committee system;second,establish a good internal environment for the development of the academic committee system through the formation of the academic committee's subject status,the characterization of constitutions of colleges and universities,and the establishment of supervision and accountability mechanisms.
