“Basic Education Curriculum Reform (for trial implementation)”pointed out that“Positive development and rational utilization of a variety of inside and outsidecurriculum resources. Schools should give full play to the role of libraries,laboratories, special classrooms, all kinds of teaching facilities and practice base andmake extensive use of various social resources such as off-campus libraries, museums,science museums, factories, rural areas, the armed forces and research institutes andother abundant natural resources. Beside that, schools should also developinformation technology curriculum resources actively.”Since“Basic EducationCurriculum Reform (for trial implementation)”was promulgated, curriculumresources as an indispensable condition of curriculum implementation have got moreand more social concern. Textbook is no longer the only curriculum resources;curriculum resources should extensively involve all of the factors such as students’families, schools and society which can bring advantages to students’development. Aseries of documents issued by the pre-school education also explicitly pointed out that,the kindergarten should widely use all curriculum resources which can promotechildren’s development. However, in actual operation, due to the influence of somefactors, it’s difficult to play a full and effective role for curriculum resources.“Several Opinions on the Current Development of Pre-school Education”(promulgated in 2010) says,“Since reform and opening up, our country’s pre-schooleducation has made great development and popularized gradually, especially the newcentury. Overall, however, pre-school education is still the weak link at all levels ofeducation. Mainly for the shortage of education resources, inadequate investment,imperfect faculty, unsound structure and mechanism system, unbalanceddevelopment of urban and rural area and the problem of getting into the kindergartensare outstanding in some places.”The paper will investigate and analyze the situation of curriculum resourceallocation of kindergartens in Shandong province from the following several parts.According to investigation and analysis, the author will find out reasons and putforward countermeasures.The first part is to define the related concepts. The author mainly introducesrelated concepts such as curriculum resources, kindergarten curriculum resources,curriculum resource allocation and kindergarten curriculum resources allocation. Beside that the author classifies the curriculum resources clearly and finds out thecharacteristics of curriculum resources as to lay a foundation for the followingexpansion.The second part mainly expounds that the role and value of rational allocation ofcurriculum resources which are used in full use of curriculum resources, professionalgrowth of teachers, children’s fill development and creation of a kindergarten’scharacteristic.The third part analyses the status of curriculum resource allocation of part ofkindergartens in Shandong province by questionnaires and interviews which involvehuman resources, material and financial resources. Human resources mainly involvethe teachers, children, parents, the community; Material resources are analyzed fromtwo angles: material resources in the kindergarten and out. The former mainlyinvolves teaching activity resources, area and corner resources, toy resources, etc; thelatter mainly involves the natural environment and places, culture educationinstitutions, regional culture environment. Financial resources mainly include thesource of education funds of kindergarten and use of kindergarten funds.The fourth part is to find out rational countermeasures to allocate the kindergartencurriculum resources according to the existing problems and reasons. The governmentdepartment should increase the investment of pre-school education and improveschool condition and strengthen the multi-level and diversified training kindergartenteacher; Kindergarten curriculum resource allocation should reflects the regionalfeatures; Good relationship of cooperation should be established betweenkindergartens, between kindergarten and families, community; The kindergartenshould reform the corresponding evaluation and incentive mechanism; the last is toplay the role of teaching in curriculum resource allocation.
