In recent years, the community actively implements the conception "scientific outlook on development" which is put by the General Secretary Hu Jintao. In this context, the co-ordination of urban and rural education is put forward, namely the balanced development of education. What is the balanced development of education? Make education a variety of resources to obtain the reasonable configuration in the greatest degree, and provide equal opportunity and condition for each of the educated.In the current society, significantly economic development in cities is faster than which in rural area. In contrast, urban schools will be able to get more resources, including a variety of good quality, as well as the hardware facilities of the teacher’s resources; teachers have expanded the gap between urban and rural areas.Teacher mobility as a lever had a profound impact on balanced development of teachers.
