The revitalization of the nation’s hope in education, promotion of education lies in teachers. The establishment of qualified personnel is the fundamental. In recent years, the community actively implements the conception "scientific outlook on development" which is put by the General Secretary Hu Jintao. In this context, the co-ordination of urban and rural education is put forward, namely the balanced development of education. What is the balanced development of education? Make education a variety of resources to obtain the reasonable configuration in the greatest degree, and provide equal opportunity and condition for each of the educated.In the current society, significantly economic development in cities is faster than which in rural area. In contrast, urban schools will be able to get more resources, including a variety of good quality, as well as the hardware facilities of the teacher’s resources; teachers have expanded the gap between urban and rural areas.Teacher mobility as a lever had a profound impact on balanced development of teachers. However, the real world exists for many reasons, particularly economic development, rapidly change of teachers’ values.This process occurs in the phenomenon of disorder and irrational.As a result, a direct result of urban schools and rural schools between key schools and weak schools teachers is not balanced, coupled with the students on the differences, school development increasingly uneven. There will no doubt presenting a serious challenge to long-term and balanced development of education. Therefore, in the context of Urban and Rural Education and Manpower, a reasonable guide is very important for the turnover of teachers.This paper to analyze the findings of primary and middle schools in Wenjiang district of Chengdu, summarizing their teacher flow problems, causes, and make recommendations for appropriate policy responses, and look forward to promote the rational and orderly flow of teachers.In the introduction, the author briefly discusses the background and significance of the study, reviews previous research. Then on the movement of teachers in wenjiang district of Chengdu city of specific questionnaires, summarize the problem, analyze the reasons. Last part is based on preliminary countermeasures of causes and recommendations, wanted to be able to advice on developing teacher mobility policy.
