Along with the popularization of higher education of China, the size of general highereducation has grown rapidly, and then the problem of resource scarcity gets more serious,thecontradiction between educational supply and need has become increasingly conspicuous. Inrecent years, the allocation efficiency of higher education resource turns to be a focal point.The universities and colleges of central China trained a large number of talents for ourcountry in the past few decades, and the“central rise”strategy requests some requirements forhigher education in central China. Study on the allocation efficiency of the general highereducation resource in central China is of extraordinarily significance in aspects of theory andpractice.The premise of optimizing resource allocation is the objective evaluation of the status ofresource allocation. In the selection of evaluation methods, since the DEA method has someindispensable superiorities, such as the avoidance of subjective elements, simplified operationand error reducing, this paper chooses the DEA method, this efficient method to evaluate theefficiency of general higher education resource allocation in central China.According to the thread of the DEA method, this paper determines the purpose, which isof optimizing the efficiency of central China’s general higher education resource allocation.Based on this purpose, we determine two analysis routes, one is dynamic vertical comparativeanalysis of efficiency of general higher education resource allocation in central China, inwhich the DMU is six provinces of central China from 2005 to 2009; another is statichorizontal comparative analysis and its DMU is other different provinces. Based on somefundamental principles, the number of full-time teachers, the fixed assets, and the budgetaryoperating expenses are chosen to be the input indexes, and the out indexes are formed of thenumber of equivalent enrolled students, the scientific and technical works, and the number ofpublished academic paper. So the index system is constructed.The conclusion made by the vertical comparative analysis includes 3 aspects.Firstly.fromthe aspect of the DEA efficiency, the efficiency of general higher education resourceallocation in central China decreased at first and then rallied over time;Secondly,in referenceto the Returns to Scale, all six provinces are constant returns to scale, however, the provinceswhich are increasing returns to scale or diminishing returns to scale do exist from 2006 to 2009, and the number of the increasing returns to scale provinces is descending, meanwhile,the number of diminishing returns to scale provinces is raising; lastly. The projection analysisprovides the right direction of the non-DEA effective units improving, and the level ofstrength which should be put into such bettering action.The main conclusion that we can get from the horizontal analysis is that: Anhui andHenan are the 2 provinces which is DEA Efficient, and the rest of the 6 provinces arenon-DEA Effective; There is 1 increasing returns to scale province and 3 diminishing returnsto scale provinces in these 4 non-DEA effective provinces; Proposing progressing measuresof Jiangxi, Hubei, Hunan and Shanxi, these 4 non-DEA effective provinces, based on theprojection analysis.
