The balanced development of compulsory education includes the harmoniousdevelopment between city and countryside, different regions and social groups. Beingphysical and mental disadvantaged, closer attention should be paid to children withspecial needs, which is the indispensable part for the achievement of balanceddevelopment of compulsory education.This article may reach a preliminary conclusion that the development ofcompulsory education targeted at children with special needs is unbalanced inHUNAN province through the explanation of the meaning and character of thecompulsory education of children with special needs, besides specific analysis on thestatus quo of education opportunity, resource allocation and outcome. The conclusionis mainly reflected by the differences between city and countryside, different socialgroups and genders, which are further widened compared with compulsory educationof normal children. The reasons for the conclusion is being restraint to traditionaltheory, hiatus of legal and administration system, unsound regular-class model andirrational resources allocation etc. Furthermore, the article also makes proposals forthe balanced development of compulsory education for children with special needs inHUNAN province on the construction of fair public opinion, multiple corporatenetwork, administration system, and optimization of regular-class model andresources allocation through examination of both domestic and abroad policies oncompulsory education targeted at children with special needs.
