| Education is the cornerstone of national rejuvenation, and education fair is the important foundation for social equity. Outline of the National Program for Long-and Medium-Term Educational Reform and Development (2010-2020) was officially released in2010July. Based on summing up the achievements of education development for a long period in China, it put forward higher requirement to the education of new era with particular emphasis on the rational allocation of compulsory education resources between urban and rural areas, and proposed.the strategic target to take the lead in realizing balanced development of education within the county. However, the historical development, social economy, and education policy leads to the unbalanced distribution of educational resources between urban and rural areas in the education practice of Sheyang county. Therefore, there resulted a adverse influence on the steady development of compulsory education in Sheyang county. During the Eleventh Five-Year Plan period, Sheyang county increased educational fund input, regularized all school planning of all towns (or distracts) in the county, strengthened teaching staff construction of countryside. All these measures have effectively promoted the balanced development of compulsory education, but the outstanding teachers in rural schools continued to drain annually, the student parents were still full of enthusiasm about choosing top school and going down town, the gap of teaching quality between city and countryside was constantly expanding, the problem of balanced education between urban and rural areas can’t effectively deal with yet.In this study, the current situation and existing problem of balanced development of compulsory education in Sheyang county were analyzed. Combined with the reality of local economic and educational development, the author put forward related policies and suggestions such as rational adjustment of school distribution, strengthened construction of teachers’procession, quickening construction of education modernization, gradual improvement of teaching quality and steady establishment of fund safeguard mechanism, and further promotion of balanced education development. The aim is to strengthen guidance of different types of areas, to adhere to excellent and balanced development, to effectively improve the educational quality and school management benefit, to vigorously promote the modernization pace of county education and balanced development of compulsory education in urban and rural areas, with deep educational reform as driving force, improvement of modern national education and lifelong education systems as support, and cultivation of high-quality workers and qualified talents as principle.The thesis is mainly divided into three parts. The first part includes research background, value and significance, as well as literature reviews. In the second part, the objective status and open problem of compulsory education resources allocation are proposed through present situation analysis, and the reasons causing this situation are further explored from the aspects of education idea, resource allocation and its efficiency. In the third part, optimized strategies are investigated in connection with the cause for the present situation of compulsory education resources allocation, and put forward some optimized strategies from the following aspects such as defining government functions, establishment of education fund safeguard mechanism, implementation of educational development area plan, classification guidance, optimization of resource allocation and improvement of school management efficiency,implementation of quality education, and promotion of excellent resource sharing. |
