Without education which is the basic of a country, the main method to improvethe quality of the people and related to the international power and the prosperity ofnation, there will be no higher level and more advanced development. In recent years,even though we emphasis more on the education to promote it, the non-equalization inChinese education service in urban-rural areas is still not resolved as the rural part isstill the weak point. In the government work report of2012by premier Wen Jiabao,education equality has been reemphasis. So the problem of equalization in Chineseeducation service in urban-rural areas is our urgent and formidable task.This paper that starts with the study of the equalization in Chinese educationservice in urban-rural areas, through the analysis of the current situation, reasons fornon-equalization and the reference of the developed countries comes up with thesolutions and measure for our non-equalization situation.This paper first introduces the background and meanings of this study, relevantliterature review and main innovation and insufficient. Theoretically, education serviceis the quasi product since it is non-excludability and insufficient non-competitive. Theconnotation of the equalization, the meaning of it is analyzed in this paper, at the sametime it also provides the index system.In the second chapter, this paper introduces the progress of the urban-ruraleducation service development since the founding of new China. China has focus moreon the non-equalization by improving the policies, laws and systems such as thefinancial budget, the change by tax distribution system, agricultural tax reform, tuitionand miscellaneous fees exemption and so on. Then analyze the current situationinclude education funds, teaching condition and teacher resources.In the third chapter, this paper discusses the reasons for non-equalization.Urban-rural dual economy has always been a serious problem as the economic baseaffects many aspect of service in our country, education service also affected. Publicfinance system makes it difficult for the government to deal with the requirement bythe education, especially the rural government. The finance system deficiency can bemade up by transfer payment, but our country faces double difficulties. Next, mainly analyze the ways and method which provides precious experiencefor us taken by America, Japan and France these three developed countries in dealingwith the equalization in education service, such as the multi-channel investment inAmerica, teachers rotation system in Japan, effective transfer payment in France andso on.In the fifth chapter, this paper makes some proposals for equalization in Chineseeducation service based on the current problems and the experience from westerndeveloped countries. We should tighten up the legal system in order to provide basisand binding force. We should also develop the rural economic that break up the dualeconomy. At the same time, increase the investment and optimize the transfer payment.Last but not least, we should also distribute the financial authority and powersrationally, adopt multi-channel investment and form a qualified teaching group.
