The Research On Administrative Accountability System About The College Emergency Incident

The colleges play an important part in the society, and have great responsibilities for cultivate high-level talents. It also promoted the development of advanced science, technology and culture. On the way of constructing the all-well society and the socialism harmonious society, the role of the colleges is being more and more important, and its responsibility is being more and more momentous. But in recent years, many emergency incidents happened in college that influenced normal operation and aroused campus unrest. These emergency incidents have a devastatingly impact on college, which bring a lot of financial losses and more deaths and injuries. The research and the management of emergency incidents are becoming a project that the administrators have to face. Hence the research on administrative accountability system about the college emergency incident appears in our field of vision. To improve our functionaries sense of responsibility and reinforce their dispose ability and the establishment of the college emergency administrative accountability system have important significance for college safe, healthy and harmonious development. College emergency administrative accountability is an important part in the school emergency management system, it also the stable foundation of the campus.The methodologies of this paper are:literature review, case study, comparative study and interview method. This study mainly constitutes the following four parts:The first part is the introduction. This part mainly states the motivations and research purposes of the topic, the research content, literature review, research significance and research methods of the thesis.The second part is the part which discussed concept and theory of the college emergency administrative accountability system. Firstly, we dissect the concept and the feature of the college emergency incident. Secondly, we define the definition and property of the administrative accountability system. Thirdly, we analyze the connotation of the administrative accountability system and discuss the theoretical basis.In the third part, the article discusses the necessity and the actual predicament of construction about emergency administrative accountability system. In the first place, we analyze the necessity of accountability system. It states from four ways, college incident highlights, the spirit of lawful management, scientific administrative management and responsible college. Analyzing the dilemma and dissecting the obstacle of the consciousness, supporting the legal mechanism is not sound and accountability of the system is lacking. At last the article researches in the emergency administrative accountability system about Britain and the United States, and comes up related reference for our country.The fourth part takes its principle and structure. The article analyzes the basic structure of administrative accountability system about the college emergency incident. And then probe into the basic structure of the system. Finally we propose the matching concept, statute and institution for the systematic construction and complete to ensure its implementation and operation.
