It needs school administrators’ effective motivation to improve the quality ofteachers, to stimulate the high school teachers’ enthusiasm, to promote the teachers’professional development However, how to arouse teachers’ internal power toimprove the teachers’ self-efficacy, which can improve the quality of high school,enforce the teacher and school common development, is becoming the urgentproblems if the middle school want to intensify the reform.The school management needs reference stakeholder theory, according to thestakeholder theory, the teacher must be school stakeholders, and then, as a stakeholderteachers shall have the right to participate in school management. So we consider toarouse teachers the stakeholders working enthusiasm and initiative, on the basis oftraditional school management way, by encouraging teachers to share power in schoolaffairs decision making, to get "empowerment" feeling, Therefore, this paper containsthree main parts. Firstly, through the empirical research of the teachers’ work state,the effect of incentive measures implementation and the desire of teachers toparticipate in the decision-making, this paper provides the practical basis for teacherpower motivation. Secondly, combined with the stakeholder theory, this paper definedthe identity and demand of the teachers as a school’s most important stakeholders, atthe same time, analyzed the relationship of school teachers as stakeholders. That is thetheoretical basis of this research. Finally, on the basis of former theoretical study, thispaper put forward the middle school council system including the analysis of statusquo and problems of the foreign and domestic school council, the principle and thepower mechanism of middle school council which we build in this paper.This paper argues that middle school council system is an effective way tomotivate the middle school teachers by power. It will help teachers to set up themaster consciousness, to develop Self-Efficacy, to realize power sharing and restrictive mechanism, to form power operation rule.
