By taking the number of the substitute teacher changed and the problems which caused in the process of repel the substitute teacher in the north-west rural of China as the object of study, this thesis adopts the way of data analysis and case study to explore the historical evolution and current situation of the substitute teacher in the north-west, then summed up the problems that result in the number of the substitute teacher changed and the process of repel the substitute teacher in the north-west, Consequently, this thesis explains the strategies of how to solve the problems and draws relevant thinking.This paper analyzes the change of quantity and ratio of the rural teachers in the north-west of China from1987to2009, and gives an acute analysis between the whole of northwest and the part of province; meanwhile, the author of this thesis conducts the substitute teacher in Tongxin county, Ningxia Province as a case study to explore the current situation of the rural substitute teacher, the conclusions are obtained as follow:First, the absolute numbers and relative proportions are showing growth, rebound and decline in three change stages which occurring or existing at the same time, and the population decreased slowly. Second, the phenomena are mainly concentrated on rural primary schools. Third, the female substitute teachers in higher proportion. Fourth, teachers in schools show many deficiencies in their educational backgrounds. Fifth, the personnel fluidity is greater. Sixth, the wages, the bonus treatment are somewhat low. At last, according to the problems that caused by repelled temporary or substitute teacher, such as, the problem of pay and historical contributions not matching, low standard compensation, social security measures lag or the countryside teachers’strength is weak and so on. Therefore, relevant strategies and solutions are put forward by the author of this thesis as follow:First, make different compensation measures to repelled Substitute teacher and those who continued to engage in the substitute industry. Second, constructing education arbitration to protect the fair of educational dispute in the process of repel the substitute teacher, then point out the main way to solve the problem of the lack of the rural teachers after repaying the substitute teachers.Finally reflects on the rural substitute teachers is that our country should pay attention to basic education in rural areas, increase investment, expand the range of support to improve the quality and level of rural basic education. Second, promoting the education fair, rational allocation of educational resources, and narrow the regional disparities, urban-rural gap in education. Third, establish and perfect the education regulatory system to protect the healthy development of the institutional rural education. Thus appeal to a fair and reasonable solution to substitute teachers to promote the harmonious development of society and education.
