The problem of poverty is an important issue for economic development and social progress. China is a developing country which has a large number of poor people. These poor people distributed widely with the extent of poverty. These problems of poverty plague the country’s development in a very long period of time. Poverty alleviation is an important strategy to promote social development and maintain social stability. In China, more than half of the total population come from countryside. The rural poor population account for90%of the total population of poverty. Rural poverty alleviation and poverty reduction related to the overall process of China’s poverty alleviation work. Since the1980s, China’s poverty standard keeps improving for thirty years time. The size of the rural poor gradually reduced, with the advance of poverty alleviation work. China’s rural poverty alleviation and development has made great achievements.Intergenerational Transmission of Poverty is a phenomenon that parents cause their children into poverty through comprehensive reasons. The manifestation of this phenomenon is that of poverty passes from parents to children. Curbing intergenerational transmission of poverty has great significance for poverty work. At the same time, it will help to break the vicious cycle of poverty, prevent out of poverty population back into poverty again. The phenomenon of Intergenerational Transmission of Poverty has caused many scholars’ attention. They analyzed this phenomenon from different aspects, and then produced a series of theories about Intergenerational Transmission of Poverty phenomenon. Their theories affected the poverty reduction policy-making for many areas.The theory of social capital rose in the West from70to80years of the20th century. Since the1990s, the theory was gradually concerned by Economics, sociology, political science and many other disciplines. Domestic academies made some exploratory research on social capital theory of localization, and have achieved fruitful results. Social capital is a good analysis tool for Human society in China. Social capital theory provides a new perspective for our research which about the socio-economic problem. The study of social capital theory for the problem of poverty is a new perspective and attempt in recent years. The Analysis to Intergenerational Transmission of Poverty issues from the perspective of social capital has great significance. This will help to clarify the essence of the vicious cycle of poverty. It promotes a fair and just system design and policy arrangements. It guarantees that the opportunities for social development as well as the social rights of the poor and their children.
