From the situation of our country,the construction of the current rural teachers team is thefootstone of rural education. The rapid development of rural basic education will directly affectthe development of the national education scale, mode and speed, relate to the overall improvingof national quality, affect the construction of new socialist countryside develop smoothly.Teachers’ group is the key to the development of education. Since the reform and opening up,with the constant development of economy, the national liberation thought unceasingly, thefurther promotion of the new system, the teacher flow phenomenon is more and more, too manyrural backbone teachers to urban mobility, which seriously restrict the sustainable developmentof rural education, the urban and rural compulsory education effect of balanced development.In this paper, take the QuFu County of the present situation of rural teachers flow as anexample, through the questionnaire, interview and the statistical analysis of the data and foundQuFu county rural teachers show the following flow trends:1, highly educated teachers flow isbigger, low academic teachers flow are relatively stability.2, in each subject of teachers, theleader of the class teacher (refers to Chinese, maths of basic science teachers) liquidity is larger;3, the backbone of middle-aged and young teachers are in the majority;4, high professional title,male teachers flow is larger. The unreasonable flow state led to teachers’ knowledge structure,age structure imbalance and serious impact on the sustainable development of rural education.And after careful study, I think the cause of the rational flow of the QuFu county countrysideteachers mainly includes:1. rural teachers’ material treatment is poor compared with urbanteachers;2.The lack of rural teachers’ incentive factors, so that the enthusiasm of teachers isreduced;3.The lack of Rural teachers for the development of their own restrictions, interfacesmall, narrow range of knowledge;4. The management system is not perfect, the school teacherslack communication platform, lack of continuing to learning and training opportunities. Theimpact of these factors make rural teachers flow become inevitable. The imbalance of ruralteachers has caused the attention of QuFu county education department, therefore, QuFu countygradually implement rural teachers for the open recruitment, training, education and the systemfor directional recruit students. In this paper, the current implementation of the system of theseeffects and problems should be paid attention in this article.Comprehensive the above analysis, this paper, from the policy and institutional aspects ofproposed constructing the rational flow of rural teachers QuFu county of mechanismcountermeasures and Suggestions: To strengthen the government education expenditure, andimprove rural teachers material treatment; Set up the right teachers flow concepts, improve teachers’ satisfaction; To strengthen the training, improve the whole quality of rural teachers;Perfect rural teacher management system, and promote orderly flow of rural teachers.
