With the acceleration of urbanization,the trend of rural primary school teachers moving up to urban schools becomes more and more obvious.Taking Jimo District as a case study object,the author uses the interview method to study the upward flow of primary school teachers in rural areas through reference of domestic and foreign literature,expounds the necessity and possibility of their flow,and summarizes the ways and channels of their flow.This paper analyzes the motivation of the mobility and the advantages and disadvantages of the mobility,and puts forward the coping strategies for the upward mobility of primary school teachers in rural areas,aiming to promote the balanced development of regional compulsory education.It is found that there are three ways: policy mobility,job replacement and job hanging exercise in rural primary school teachers in Jimo District.The need of the integration of urban and rural culture,the demand of "class" solidifying and cracking,the means of optimizing the teacher structure,satisfying the needs of teachers’ lives,realizing the personal value of teachers,and stimulating the enthusiasm of work is the necessity of the upward flow of rural primary school teachers.Policy support,management guarantee and practice foundation are the possibility of the upward flow of rural primary school teachers.The motivation of the upward flow of primary school teachers in rural areas can be analyzed from four aspects: social factors,personal factors,school factors and institutional factors.The positive aspects of rural primary school teachers’ mobility are reflected in: promoting the development of teachers’ own quality,promoting the construction and development of schools,and promoting the integration and development of society.Its negative aspects are reflected in: causing imbalances in the allocation of urban and rural resources,the separation of rural teachers,and the short-term decline in the quality of rural education.In view of the existing teacher mobility policy,we should perfect the teacher upward mobility policy and mechanism,and guide teachers to flow rationally,regularly and diversified.Constructing a virtuous circle of upward and downward flow not only promotes the individual development of teachers,but also pays attention to the growth of schools;By improving the identity of rural teachers,shortening the teaching conditions in urban and rural areas,and increasing the humanistic care of rural teachers,we can prevent the adverse effects of teachers’ upward flow,so as to guide and promote the rational and orderly flow of rural primary school teachers.
