Teachers’ professional ethics is the core of the construction ofteacher groups and is the focus of educational development. In recentyears, the education-related departments and schools in the moralconstruction of a lot of work, some effect received with slowimprovement of the overall work. Improvement of teachers’ moralstandards is a long process, and affected by many other things. As theperson in charge of the schools, Principals concern about educationand management of students, but teachers have to be paid moreattention to because the development of the school depends on themanagement of teachers by principals more or less. In theconstruction of teachers’ professional ethics, effects of principalsand the management of itself should be paid enough attention.The paper collects the materials of more than 120 schools inShanxi, Anhui, Henan , Jiangxi, Hunan and Hubei along with the group of teachers, including middle school and high school. Thewhole research has two parts, questionnaires and interviews for theresearch school principals and teachers. After the end of the research,input the data which are collected and organize the interviewrecording and notes. We got the real first-hand material by these. Thewriter chooses the issue that is about how the principles manage theproblem of teacher’s ethics, and finished the article titled by the roleof secondary principle in the moral construction. The way of researchin this article was Questionnaires, case, interviews, discussions andliterature review. These materials gotten by these methods wereproved by every aspect, and the writer believes that this study hasreliability and validity on some occasion.This article is similar to any other studies about this issue. Thisstudy is not only a simple list, but also based on the practice of thoseprincipals who are in the six provinces that be researched. Thesecond chapter concludes the secondary school principals in ethicsmanagement experience, including three parts: the concept ofmorality, system construction, and material security. The thirdchapter analyses the impact of principal factors in ethicsmanagement, and provides the framework of effective ethicsmanagement based on the research. The writer hope that it can behelpful for secondary school principals This article pays attention to the literature review and theresearch and through these leads to the significance of secondaryprincipals in the instruction of teachers’ ethics. The main body of thearticle analyses the experiences of secondary school principals andthe factors which affect the principals’ management. As a result, thewriter proposes the framework of effective management. The writerhopes that it can provide some suggestion on the improvement ofteachers’ professional ethics and how to act a correct role in themanagement of ethics.
