German Dual-system plays an extremely important role to improve German labors'quality, product quality and competitive ability of German national economy in the world, and it is known as a more mature and effective Vocational Educational Model, which was imitated by many countries as a kind of successful vocational educational pattern, and the idea of running a school and successful experience have great reference value for solution of problems that how to improve social status and attraction of Secondary Vocational Education,and how to close the good quantity meanwhile pursuit scale development.I summarize the development course of the dual-system in Germany. It can be traced back to Handicraft Apprenticeship Model.Reform of apprentice education and establishment of training schools laied a two-element foundation for it. Appearance of industry characteristic apprenticeship's training and vocational schools marks an initial establishment of the Dual-system. It was Institutionalization and gradual perfection of the Dual-system under the control of the country. Then I will discuss its causes from three respects that is culture, politics and economy. And the results show that forming and development of dual-system have closed relationship with German unique mode of thinking, value, strong job doctrine culture atmosphere, well organized handicraft industry training tradition, matching of enterprise actively and so on.Then I will summarize its recent developments from three respects that is basic situation,main problems and reforming trend of the Dual-system.Its reforming trend consists of insisting development direction of the Dual-system,carrying out post training tax,revising vocational training regulations,strengthening modernity of specialty setup,reforming the model of practical training,paying attention to educational vulnerable groups and so on.Then I will analyze its implementation and characteristics.Its implementation includes obtaintion of educational qualification,school and industry combined,its management,test and authentication. Success of the Dual-system is closely related to its characteristics(closely combination of Production and Teaching,interworking between vocational education and general education,excellent qualified teachers,scientific speciality provision,complete laws and regulations,fair test and authentication,efficient education teaching method).Finally, I will summarize main problems of Secondary Vocational Education in my country and analyze feasibility on references of the Dual system.I try to propose some enlightenments that the Dual-system educational mode gives the middling vocational education of our country. We should change the ideas, establish the correct idea of vocational education and facilitate the whole nation consciousness of vocational education in the whole nation to come into being. We should improve the traditional training mode and implement the flexible study system of combining with work and study. We should construct the overpass type education system that vocational education and general education interflow each other. We should strengthen the legal construction of vocational education and improve the legal system of vocational education of our country to guarantee vocational education develops in a healthy and orderly manner. We should break discipline standard and stress the cultivation of job ability in arranging course. We should strengthen the management of obtaining employment of entry, implement the professional qualification certification system, improve the approval procedure of the qualification.
