Citizenship Education is a comprehensive education on civil awareness, behavior, capacity and participation in public affairs for the purpose of improving civil knowledge, enhancing civil awareness, mastering civil skills and improving citizens’ qualities. With extensive and basic characteristics, School Citizenship Education is an important part of general education. Premised on realizing citizens’basic rights and obligations, it is constantly implemented towards all citizens by the country according to purpose and plan.American School Citizenship Education has undertaken important missions on civil education. From founding of the United States to World War Ⅱ, the American School Citizenship Education undertakes basic tasks of citizen Americanization, quality and behavior education. Since World War Ⅱ, it began to take on the basic features of contemporary education, such as different positioning of education subject and object, advocating humanization of education, and emphasizing improvement of citizens’comprehensive quality, cultivation of civil awareness, formation of firm characters, and ability of participation in public affairs and reflection of national spirit.The goals of American School Citizenship Education are consistent with those of cultivating responsible citizens, aiming at training citizens’ favorable moral characters, participation abilities of transforming society and perfecting democracy. The education content is rich, which covers quality education, patriotism education, religion education, rights and obligations education and legal education in the various ways of class learning, service learning, extra-curriculum activities organization and campus culture construction. American School Citizenship Education has its own advantages, such as concrete and explicit objectives, close relationship between content and social life, emphasis of recessive education, giving systematic and standardized school citizenship education towards students, and focusing on coordination of practical activities and other social forces. However, the ideology of American School Citizenship Education is prominent; the individualist values affect the effectiveness of educational methods.American School Citizenship Education is a good reference for our country. Only by analysis and research on American School Citizenship Education, insight into it and getting the numerous inspirations can facilitate favorable development of our country’s School Citizenship Education. Firstly, the objective of Chinese School Citizenship Education should be formulated reasonably, and the overall objective should be clarified to cultivate qualified citizens and to verify concrete objective of School Citizenship Education. Secondly, the content of Chinese School Citizenship Education should be enriched to adapt to continuously changing social reality, prominently reflecting socialist characteristics of Chinese School Citizenship Education and different nature of Sino-US School Citizenship Education. Finally, the methods of Chinese School Citizenship Education should be perfected to carry out systematic and standardized citizenship education in schools. The curriculum construction work of Chinese School Citizenship Education must be fulfilled and special leading bodies should be built to direct, supervise and regulate concrete process of School Citizenship Education. Meanwhile, communications in School Citizenship Education should be advanced and the ideological and political education in School Citizenship Education must be highlighted, the recessive education should be paid attention to and practical activities should be carried out to launch the School Citizenship Education in our country.
