Since the reform and opening up, China’s non-government organizations develop veryrapidly. At the same time，social worker，as an important force to promote thedevelopment of non-government,have developed rapidly. The analysis about the processof NGO is not only helpful to understand the structure of NGO and the way to autonomybut also is helpful to understand the condition of social work in the NGO. This article takesSuzhou Xu jiang Self-agency as an example by analyzing the process offormation,development of Ziqiang agency and present condition to analyze the structureof the agency and the promotion and way to autonomy，by which we can give goodadvice to NGO of drug control. Also, by analyzing the condition of social work in theagency, we can know the question of social work in the NGO and give some good adviceto the Organization of social work.
