Under three-level curriculum management, development and utilizationof physical school-based curriculum resources is the most important measurefor attaining PE standard and realizing school’s sports aim. Carry out theguiding principles of Party’s education under direction of nationalcurriculum,it is good for achieving curriculum planning, establishment,implementation, evaluation and feedback become integration. The sportscurriculum reform idea of "From down to up" is getting school’s human,financial and material resources, time fully integrated. Let each school havetheir own sports teaching characteristic. It can provide some space forteachers’ professional development and students’ individual characterdevelopment. Thanks to the teachers, venue, equipment and other limitations,rural school sports education develop slowly all the time. Therefore, it ismore necessary to develop and utilise sports school-based curriculumresources of the rural school. In May2006, the Ministry of Education, theMinistry of Finance, the Ministry of Personnel, and Central Office jointlyput out “the inform on the implementation of rural compulsory educationschool teachers for the ad hoc posts plan”. In the post provinces, they start to open recruitment special hillock teachers to work in rural primary andsecondary schools in2006. That is to make up the rural teachers and developrural education. The teacher is the subject in development and utilization ofcurriculum resources. To research ad hoc positions physical teachers’situation of development and utilization for school-based curriculumresources, this paper chooses Guangxi Wuzhou ad hoc positions physicalteachers and students as survey respondents. In order to make a researchabout how to develop and utilize the school-based curriculum resources ofad hoc post physical teachers on the city of Wuzhou, this paper is using theresearch methods of literature, a questionnaire survey, action research,interviewing method, case analysis, mathematical statistics, etc. Drawing onprevious similar research, focus on the work of P.E teachers to rural schoolsports curriculum resources development and utilization. Since Wuzhou onlyin Tengxian and Cenxi city (county-level city) recruit ad hoc positionsphysical teachers, so make a stratified random survey to the kind of teachersand those students. That includes22junior high schools,28primary schools.The number of junior high schools special post sports teachers is71, theprimary and middle school students is715. The results show that:(1) inWuzhou rural, the work of physical education teachers has effect onteacher’s teaching level and practical curriculum reform demand gap.(2) Wuzhou city" exceptional post" physical teachers have strong ability inschool-based curriculum resource development.(3) The Special Physical Education Teachers have positive effects on rural students’ PE learning.(4) Physical education school-based curriculum resources development andutilization dovetail with achieving rural primary and middle schools PEstandard.(5) Wuzhou special physical education teachers can complete thePE curriculum resources which relating theory to practice, enrich anddevelop the sports discipline.
