In this dissertation, the path and polices to improve the unbalanced compulsoryeducation are research explored through research the unbalanced compulsory educationthat has obstructed the development of harmonious society. It is aim in this study toprovide the recommendations for improving of the compulsory education, and this may beadvance the development of harmonious society. First, the fairness and justice are cardinalprinciples of the socialist harmonious society, and this is basic to clarify the concepts of theharmonious society, the social justice, the education equity and the balanced compulsoryeducation. Further the relationship between the harmonious society and the compulsoryeducation is analyzed in this paper. It is pointed out that the fruits of social progress, thebenefit of the community and the development opportunity are reasonably assigned toevery citizen, and so on, are aim of the harmonious society. The compulsory education, inchina, is a liability, and is supported by state financial. It is of universal, free and popularlyfor citizen. The aim of the compulsory education provides an equal, free and primaryeducation for the citizens whom are required by law. The balance of compulsory educationis related to the social fairness, and includes the education laws, the public policy and theimplement of the policy. This also includes how formulate and carry out policies amongregions, schools and groups, and how make every citizen to hold fairly educationalopportunities, educational processes and quality. But the imbalance is extraordinary inChina, and this affect on society harmony. This is created by the today’s level of economyand community, the capabilities and knowledge of governor, and conflict of interestbetween groups. Second, in recent years, the "two basics" policy opens a door of equity ineducation. Since the policies have been implemented, it is shows that the school-ageenrollment rate of population increases, the dropout rates reduces, the educational facilitiesimprove, ect. This has firmed the basis of the compulsory education, and providesexperience for providing the policies. Through has taken the Guangxi Autonomous Regionas example, the strategy arrangements that are from equalization in a region to equalizationamong regions, and final equalization in nationwide are researched. Finally, promotingcompulsory education equalization strategies are recommended.
