In recent years the cooperation of universities and elementary or secondary schoolshas begun to take shape in our country and has provided a broad field of vision and trainof thought for our education reform and teacher development. You can say, the mode ofthe cooperation of universities and elementary or secondary schools expand thedevelopment of teachers’ education channel.Around the power conflict of the cooperation of universities and elementary orsecondary schools in the development, this paper puts forward three research questions:1. What are the main problems of power distribution of the cooperation of universitiesand elementary or secondary schools in the development?2. What are the reasons forpower conflict of the cooperation of universities and elementary or secondary schools inthe development?3. How to adjust the power conflict of the cooperation of universitiesand elementary or secondary schools in the development? These three issuesconstitute the main research line of this paper.First of all, the author analyzes the actual situation of power distribution of thecooperation of universities and elementary or secondary schools in the development bythe depth interview. The research shows that, in reality, the cooperation of universitiesand elementary or secondary schools in the development mainly reflected three respectsin participation right, discourse right and decision right.Second, this paper analyzes the causes of power conflict of the cooperation ofuniversities and elementary or secondary schools in the development from three levels:the cultural collision, lack of the system and unbalance of interests. In the culture level,the accumulation of traditional cultural, the dissimilarity of school culture and theimplicit of teacher culture are the essence of power conflict. In the system level, thegaps of policies and regulations, similarities and differences among managementsystems, the single of evaluation mechanism and the limitation of incentive mechanismare the root of power conflict. In the interest level, that the interest is not a win-winsituation and interests exchange goals highlights are the core of power conflict.Based on the analysis above, this paper constructs the power allocation mode of the core of the interests of a win-win situation, three party collaborative for thecooperation of universities and elementary or secondary schools, and puts forwardclearly to the distribution of power boundary for the university teachers, primary andsecondary school teachers and educational administrative departments in thecooperation. Then from providing comprehensive and effective system support, realizesthe common orientation of cultural fusion, coordination of overall balance of intereststhree aspects, puts forward the adjustment strategies from possibility to reality for thecooperation of universities and elementary or secondary schools in the development.
