A key problem of Chinese higher education development is exploration and implementation of independent operation of colleges and universities, which is also a difficult problem. Based on the previous research, beginning with constitutions of independent operation of colleges and universities, we get a deeply research and think that independent operation of colleges and universities should including two meanings: first, independent operation of colleges and universities is sum total of the rights of survival and development. secondly, independent operation of colleges and universities has different connotation in different societal systems. Chinese university self-determination right is also a comprehensive of the rights of survival and development, and the connotation and extension of the independent operation is continuously changed. The essential attribute of university is for educational teaching and science research which have associated with university survival rights. With the changing of the system of social management and strong of university organization, the connotation and extension of the independent operation is continuously expanding, development right has become our theme nowadays in the reformation of independent operation. Implementation of independent operation of colleges and universities, in essence, means that implement university development rights. The government lead the connotation and extension of independent operation, which didn’t have enough thought about academic theory and lack of balance research between the system of social management and requirements of college development, which will cause a situation that can be described as "Put random, close to die". The ultimate goal of reformation of independent operation is to achieve university’s relatively free development, so future reformation should decrease the factor which block the automatic development of universities, and create a better circumstance for it. Meanwhile, reformation of independent operation also emphasizes that the reformation about the college development right should be promoted by the help of lifting college internal ability.
