Social work office is a professional organization for most of social workers which provideprofessional social services. Organizing and fostering variety of social work agencies would beconducive to the development of social work.This study based on two social work offices in Beijing, and the research method is qualitative.Meanwhile, my research mainly involves two aspects: motivator of work itself (including work content,responsibility, recognition, achievement, possible of growth) and hygienic factors of work conditions(including policy and administrative management, office condition, salary and welfare, work security,interpersonal relationships). This study shows that there are respectively four problems about motivatorsof work itself and hygienic factors of work conditions in social work office. The former: first, strongchallenge of the job itself, which lead to great pressure; second, confused with other staffs easily, Theresult is difficult to obtain the service objects’ recognition; third, Low job satisfaction, and easy toproduce frustration; fourth, promotion mechanism is not well organized, thus, the career development islimited. The latter: first, policy and administrative management mechanism is imperfect; second, officecondition is limited and office environment is bad; third, salary and welfare is low; fourth, professionaltraining is too little to meet the work needs.The reasons of motivator of work itself problems of social work office in Beijing can be analyzedfrom two aspects:external environment and institution itself. Specifically, the external environment canbe summed up as follows: first, laws, policies, regulations and institutional system related to social workprofessional is not complete; second, social work office is at the beginning stage, and social identity islow. The institution itself factor can be summed up as follows: on the one hand, financing ability isweak and it is difficult to maintain positive development of the agency; on the other hand, socialworker’s management ability and professional ability need to be raised.According to the analysis of incentive problems and reasons in social work office, the author putforward measures from government and origination itself to improve the situation. Through themeasures, the aim is to build a good external environment for the development of social work office,meanwhile, to strengthen its ability and promote its positive operation.
