With the development of social economy, the needs of qualified professional andtechnical personnel have been increasing and so is the influence of cultivating skilled talents.However, the improvement of education of skilled talents is largely depended by the overallqualities of teachers. All in all, teachers’ levels are the current constraint on cultivating skilledtalents and enhancing the quality of vocational education. On one hand, the shortage ofteachers is due to the rapidly expansion of vocational schools. On the other hand, higherrequirements on the ability of teachers’ work practice are in accordance with vocationalschools who aim at training students’ professional competences, especially in post-practiceabilities. Teachers in traditional vocational schools may have a greater advantage in the skillsof teaching than any other teachers. However, such traditional teaching way is no longer suitfor solving the real problems in work. Therefore, some special demands are proposed ineducation of skilled talents. Puzzles mentioned above can be rather easily figured out by someprofessional and technical personnel from companies who are part-time teachers in vocationalschools; whereas, the problems of how to attract these highly skilled personnel are deservedto study. This study not only clarifies the current confusion that mechanic colleges meet andthus provides improving solutions, but is also designed to raise the level of teachers’specialization and to do appropriate for government personnel fiscal policy. In general, thisstudy has important significance on practical and theoretical aspects.The problems of professional teacher introduction will be studied in terms ofquestionnaire and interview. Moreover, deep-seated reasons of the introduction of full-timeand part-time teachers in Guangzhou can be analyzed in four parts: government personnelfiscal policy, enterprise, introduction of individual and vocational college. In respect ofindividual, it can make analysis in several respects, such as economic factors-skilledpersonnel incentive obstacles, institutional factors-teacher qualification regulations notencouraging, educational factors-corporate technical staff lack of training in teaching methodsetc. In respect of enterprise, it can be discussed attitudes of employees’ part-time behaviors,economic benefits in school-enterprise cooperation and participation in education of skilledworkers.In respect of teaching personnel fiscal policy, it is mainly aimed at the attractivenessof the technical personnel from enterprises, the sense of belonging for part-time teachers andbeing impetus to employ them. In respect of vocational colleges, the inner dynamic ofeconomic benefits and teaching and historical reasons are mainly analyzed as well as theeffect of high skilled talent introduction produced by concept of human resources management and administrative system.This article considers that the main reason of the problem is: The government does notimplement any relevant policies for the related fields of vocational education, although it hasits targets to the high skilled personnel training. The government does not play a positive partin individual selection of high skilled personnel. This article will offer proposals andmeasures from several aspects such as improving the related policies and regulations of thegovernment, cultivating corporate social educational responsibility, establishing andadministrating a sound interior dynamical mechanism for vocational school. Improvingrelevant government policies and regulations includes reforming personnel and financialsystem, establishing entry qualification system of teachers in vocational colleges, revisingopen recruitment system, firming payment guidance and part-time teachers employmentpolicy etc.. In this process, enterprises which provide part-time teachers should be given taxincentives, encouraged to support their employees to be part-time teachers in vocationalcolleges by way of school-enterprise cooperation.
