With the development of modern high-tech industry and upgrading of the processing trade industry,the issues of Development of high-skilled talent in Dongying has been becoming into a concern.To develop high-skilled talent,in-depth study of the current situation,related factors of this issue in Dongying is the key.In recent years,Dongying attaches great importance to the development and training of high-skilled talent,and get some achievements,such as gradually increase on quantity and quality of high-skilled talent,new platform for high-skilled talent,development of training of high-skilled talent,better environment for high-skilled talent,etc.In addition,development of high-skilled talent in Dongying has some problems,such as lack of high-skilled talent,irrational structure,lack of funds,low training capability,low pay,talent loss,etc.These problems are mainly due to antiquated vocational education,lack of focus on high-skilled talent,misconception of high-skilled talent,and mismatch of evaluation and reward system with development of society needs.This paper depends on thesis of human resource development,concerns on the relationship of government-industry-school,introduces the Triple Helix model to the development of high-skilled talent,illustrates the roles and functions of government,industry and vocational school in high-skilled talent development system,and gives some valuable advice for establishing and improving the development system.The main elements including:The first part analyses the purpose and significance of the thesis,summarizes the development of high-skilled talent studies,introduce the ways of the high-skilled talent development researching and innovative ideas.The second part introduces the basic concepts and the relative theory of high-skilled talent,discusses the necessary of high-skilled talent development on the view of transformation and upgrading of traditional industries,innovation-driven development and urbanization.And focus on the availability of the Triple Helix model in high-skilled talent development,and the functions of government,industry and vocational school under this model.The third part analyses the current statement of high-skilled talent development,in the aspect of grade,industry and age;introduces the achievement of high-skilled talent development,such like quantity and quality,training,and environment;and states the problems of high-skilled talent development in Dongying,The forth part analyses the causes of the problems,including:vocational education system,social environment,training of high-skilled talent and market demand,and conventional ideas.The fifth part introduces the experiences on foreign and local high-skilled talent development,summarizes experiences of vocational education system,training system,law system,income distribution and excitation system,ect.The sixth part gives advices for government,industry and vocational school under the Triple Helix model on this issue,including:guide role of government,main role of industry,and basic role of vocational school.The final is a summary of the thesis.
