In the21st century, the rapid development of the scale of higher education speed up the process of internationalization of education, and increased the autonomy of universities. they led to the internal disorders of universities, unsatisfactory quality of personnel training. Since Europe and the United States was born, institutional Research has in practice be proved to improve the university internal management decision-making more scientific and promote individual institutions to develop an effective way. Institutional Research has long been the United States attaches importance in China’s rapid development momentum. The roots in the institutional research were data collection, analysis, suggestions for the formulation of school policies, to provide information for the formulation of strategy and planning advice to promote the rapid development of the institutions. Conducive to the management of data authenticity and openness, aimed to improve the internal management of universities, to promote the scientific management and democratization.In this paper, the combing of the development of domestic and foreign institutional research, initially proposed three stages of research and development of China’s institutions. By promoting the analysis of the problems encountered in institutional research, seeking to establish the mode of practical significance in China, and according to the requirements of the higher education reform and development, promoted the development trend of China’s Institutional Research. The main points of this study are summarized as follows:The First problem is the development trajectory of Sino-US Institutional Research. which divided into three stages according to the task of institutional reseafch at different stages of institutional research development in the United States of Institutional Research infancy (before the20th century), institutional research, development period (early20th century to the1940s) and Institutional Research naturity (1970s). First National Institutional Research Symposium held on (October2003), and the Chinese Association of Higher Education Institutional Research Professional Committee was formally established (April2007) by the Institutional.Research Development course was divided into three stages:the introduction of the digestion period (1980s to2002), the initial exploration period (2003-2006) and in-depth study period (since2007).Second, the introduction of Institutional Research and localization process. Institutional Research is the using of higher education theory, information processing method, and hungry on their own colleges and universities in the process of running a science of the special research and practice. The essential characteristics of Institutions were self-research,consulting,research. and. management. studies, applied. rese arch. There. were. four. main.founctions. First.promote.scientific. managem ent;Promote. the.democratization. of. management; data authenticity and openness;Promote integration between higher education theory and practice, Institutional Research, Institutional information collection, collation, research and reports; institutions annual report writing and research; studies in the day-to-day management of the institutions; institutions to develop strategic research; in the case of institutional management to the major issues.Third, our institutions Research and Development Disability Research. Realistic background of our colleges and universities practice "institutions" has been formed, but to "institutions" to fight the institutionalized part of Higher Education Management is essential, as the Higher Education Management "means must, there are still many constraints. This paper mainly discusses the following three aspects of developmental disabilities institutions:First, the institutional constraints, including the external management system and internal leadership system. Lack of motivation of higher education have not formed the social supervision mechanism of the outside world, internal accountability, lack of institutional research necessary mandatory driver, but also because of the shortage of funds, some schools did not mind to carry out institutional research. Third, the data opaque, between Chinese Universities, Colleges and Universities Department links between more conservative and effective data and information difficult to obtain, the lack of the database build.Fourth, development trend of China’s institutional research. Institutional Research in the future development trend were the formation of a set of their own theoretical system; the development of a comprehensive system;and forming in line with the development of national institutions need to practice mode structure...
