It has been more than ten years that the Second Phase OfCurriculum Reform started in Shanghai,1999and the Sports and fitness’stesting teaching materials appeared in2001. The "physical educationand fitness program standards of Shanghai’s elementary school andmiddle school” implemented proposed to participateing in multiplesubjects, comprehensive evaluation, and really building the evaluationsystem in line with the requirements of the times. The author uses aquestionnaire in the graduation thesis to conduct a comprehensivesurvey of Shanghai middle school about learning evaluation andunderstand the implementation of the comprehensive evaluation ofthe second phase of curriculum reform. The practical problems will befound through analysing. As the basis of expert questionnaire (Delphimethod), improve the learning evaluation system.Then verify itsfeasibility from the theoretically by the experiment. The purpose is toresolving the operability of the learning evaluation in middle school. It isvery significant for the Physical Education Reform to get advancement,the physical education teachers’ teaching practice to getimprovement and to overall the development of students.The main conclusions:5.1After the second phase of curriculum reform, Teachers have anincreasing overall understanding of the learning evaluation, but theemphasis still need to deepen. In the content of evaluation, teachersrecognized the consistency of the content and objectives, but inpractice, the evaluation of mental health and Social adaptability isshort of teachers’ attention. There are still divorced from thephenomenon of goals and evaluation, and the specific content ofevaluation has one-sidedness. In the personnel of evaluation, teachersrecognized the students’ main position, and create a suitable environment, but in practice, the treatment of self-assessment, peerassessment results is more messy. In the method of evaluation, themonotonous phenomenon is improved. The Corresponding of thecontent of the evaluation limited to the physical fitness and motor skills.In the criterion of evaluation, evaluation criteria for did not properlyself-developed teachers did not self-develop the criterion of sportsparticipation, mental health, social adjustment. And the evaluations ofstudent’s progress and development is still quite lacking. In theevaluation of the collection of information and feedback, the methodis more limited, and Processed form is more general. The present form ofstudents’ achievement is single. It often appears in the form of apercentile.5.2The most main factor of Physical Education Learning evaluationis "practical factor", The second one is "the theory guiding factor". Inaddition, there are "thinking and understanding factor"," the teachersability factor " and "the students ability factor".5.3Learning evaluation system of Physical Education consists of thecontent evaluation, main body of evaluation, evaluation criteria,evaluation methods, and evaluation of operations. Evaluation contenton the basis of the original3level indicators and5secondary indicators,develop15third-level indicators, and determine its’weight. Fuzzycomprehensive evaluation results show that its’ a reasonable set; thepersonnel of evaluation are teachers and students, in junior high schoolstudents self-assessment, mutual assessment and teacher assessmentratio is1.5:1.5:7, in high school students self-assessment, peer assessmentand teacher assessment ratio is2:2:6. Develop the indicators of theevaluation criteria, and evaluate students’ progress and developmentby Hale index conversion method, The specific main evaluationmethod are oral evaluation, measurement, technology evaluation,display, record-based; the results of the final presentation is in the form of “scores+progress rating+reviews”.5.4The experiment’s evidence shows that this evaluation system willhelp students to achieve better results and to produce a positiveattitude, good performance of the affection and spirit of cooperation,and the evaluation index system has good discrimination. Theadaptability of student and teacher becomes higher, It can produce agood state of mind, enhance positive emotions and reduce negativeemotions. The student’s satisfaction is higher. They approve theationality and incentives of evaluation’s process and results; teachersthink this system conform with the student’s physical and psychologicalcharacteristics and learning situation, it has better incentivefunction,strong operability and concerned about the individualdifferences.
