The early colonial period, town community was not a place of living but also aplace of education for children.The school district was only first appeared in the townschool district type. The type of school district was single with the small size, few innumber. School District schools were extremely poor. The town Board of Educationinitially formed with only a few people, a very limited range of functions. Itindicated that the seeds of education and management of professional organizations.The town school had also became a form of formal education of the school district.They had been established in each state. The nature of school district is only theschool’s non-governmental organizations, does not have the education administrative.After1675, the school district had made significant development. It had becamethe place of the independent school system. Under the management of the Board ofEducation, the school district had the right of taxing for schools independent.Types ofschool districts expand from the only municipal school district to school district inrural areas, outside of the county school district. The number and size of the schooldistrict was far beyond the early colonial development. Schools had sprung up and thetype was increasingly diverse. The terms of reference of the Town Board of Educationstrengthened. The right of approval of teachers, curriculum, taxing was graduallyshifted from the church to the town Board of Education. In1766State of Connecticut,was the first to admit that outside the town’s suburbs were divided into school districts.School District Board of Education was becoming under the management of basiceducation administrative units.School districts and municipalities had the right to operate the schools. In1789,Massachusetts issued a decree to confirm the district high school. Since then, theschool district system was formally established.School district have a huge impact on American education.The school district isthe basic unit of the local education administration,which is adapted to thecharacteristics of the colonial period of local self-government. The school district system reflects the American democracy.While it also promote the enactment of theEducation Act. The establishment of the School District schools also lay thefoundation for the American public school.
