The Research On The Mechanism Of Transformation Of Public Sports Services Supply Mode

The transformation of public sports services supply mode is based on the concrete practice of supply-side structural reform under the background of national governance system and capacity modernization.It also reflects the theoretical exploration and practical needs of the construction and development of public sports services system in the new period.Its realization mechanism is the core of public sports services supply's reform,which can solve the problem of insufficient supply and imbalance of public sports services effectively.Having a research on the transformation mechanism of public sports services supply mode will create important theoretical and practical significance such as improving the theoretical system of public sports services,transforming the supply mode of public sports services,and promoting better interaction between government,enterprises and sports social organizations.The research takes the transformation mechanism of the public sports services supply mode as the object,draws on the governance theory and historical synergy theory,and comprehensively uses the research methods which include expert interview,literature research and system analysis,to analyze on the main problems like transformation dilemma,transformation motive force,mechanism structure and mechanism function of public sports services supply mode.On the basis of reviewing and analyzing the relevant literature and policies documents about public sports services,the author have combined the results of research and interviews,explains the connotation and characteristics of the public sports services supply mode's transformation,analyzes the dilemma of the public sports services supply mode's transformation,clarifies the motive force of the public sports services supply mode's transformation and provides the realization mechanism of the public sports services supply mode's transformation.The research conclusions:(1)Under the impetus of the national governance capacity modernization and the structural reform of supply side,the public sports services supply mode led by the government and social forces is an effective measure to alleviate the inconsistency and imbalance of public sports services supply.(2)The transformation of the public sports services' supply mode is the result of the interaction between the driving forces of supply-side structural reform,the support power of economic development and the driving force of contradictions between supply and demand.In the process of transformation,it still have various problems such as the unclear positioning of the role of supplier,the lack of capacity of the social forces,the imperfect policies and regulations,and the misplacement of the interests of the multiple suppliers.It is an effective measure to alleviate the inconsistency and imbalance of public sports services supply.(3)The government-led mechanism,interactive cooperation mechanism and management control mechanism constitute the three major mechanisms for the public sports services supply mode's transformation.The scientific government role positioning,effective and orderly decision-making channels,and diverse incentives are prerequisites for the transformation mechanism.The effective trust relationships,flexible cooperation methods and diverse forms of cultivation are the basis for the transformation mechanism.The perfect supervision system and legal construction thought are the guarantee for the transformation mechanism.(4)In the process of the public sports services supply mode's transformation,it is necessary to realize the quality and sustainable development of public sports services supply.The supply-side structural reform needs to continuously adjust the structural elements of the mechanism dynamically.
