Since1981, with the approval of the State Council, The Ministry of Education had released report of 《Try out Method about Higher Education Self-taught Examination》, the system of Self-taught Examination has been through more than30years. In those years, the system of Higher Education Self-taught Examination has met the needs of the Self-taught Students fully, promoted the development of Higher Education in our country, and also made outstanding contributions to the development of social economic and the improvement of the people’s cultural quality. Social Assistance, as one of the three elements "Self-study, Social Assistance, National Examination", is a hub and important bridge in connecting self-study and national examination. The stand or fall of Social Assistance, not only relates to the objectives and tasks of examination what can be realized or not, but also relates to the fame of Higher Education Self-taught Examination, and also affects Higher Education Self-taught Examination who can development forward and healthy. In view of this, this article analyzes the existing problems in the process of development of the Social Assistance and the reasons behind the problems on the basis of extensive social survey. According to problems and reasons, the author puts forward the development countermeasures of the Social Assistance. I hope that this research can do some help to solve some real problems of Social Assistance, rich the education theory of Self-taught Examination Social Assistance, promote Social Assistance to develop forward healthy and effectively.This paper includes three major parts:The first part is to define Self-taught Examination, Social Assistance, as well as Social Assistance Institution firstly, and then divide the forms of Social Assistance, analyzes the positions and functions of Social Assistance in the Higher Education Self-taught Examination at last. The second part of this paper is to put forward the problems in the development of Social Assistance, and then analyzes the reasons behind the problems. In the third part, according to problems and reasons, the author puts forward the development countermeasures of the Social Assistance from Seven aspects, such as regular school-running idea, strengthen from examinee class management, pay attention to "helping learning " and "helping students", form a stable teacher team, increasing investment, perfect the government supervision system, construct scientific evaluation mechanism.
