Self-taught examination towards rural areas was mainly from opening up some suitable agricultural specializations in the 1980s but with little success. Until the late 90's, it had begun a comprehensive reform. In 1996,based on the support of the Ministry of Agriculture and Examination Committee of Agriculture, the government put forward the policy "the suggestion of self-taught examination towards rural areas", which called on all localities to raise awareness, strengthen leadership, deepen reform, exert the features and advantages of self-taught examination, actively create conditions to train practical talents for the economic development. In November 1997, the Office of Self-taught examination held the seminar "Self-taught examination towards rural" in Jiangsu province. The State Education Committee issued "the establishment of service station in rural areas for Self-taught examination" in 1999, which had mobilized the enthusiasm of farmers. Self-taught examination towards rural, Zhejiang and Jiangsu provinces developed relatively quickly, which had already accumulated abundant experience. Until early 2002, Zhejiang had reached 68%, Jiangsu over 50%.Given the new situation, the state proposed to build a new socialist countryside and building well-off society in an all-round way, to promote new farmers with knowledge and agricultural technology and business operation skills, which have higher requirements for the quality of the rural labor force, but the education level of the rural is generally low, which goes against the development of rural economic and society. Our country has implemented the nine-year compulsory education with the policy of "two exemptions and one subsidy". It has universal access to high school education and reduces tuition fees and subsidies for living expenses in Yanzhou City, Shandong Province. To extend the span of rural education, moving to higher education is the inevitable trend of development of rural education. We need a form of higher education in rural areas, from the reality of agriculture and the rural areas, solidly from the policy, cultivation objectives and training model and use of talent, which can be in line with modern agricultural economy and rural social development and Self-taught examination is the needed examination and form of education. Under the new circumstances, faced with the impact of mass higher education and various forms of education, the problems of enrollment declination and distribution exists which bring challenge to Self-taught examination. To deal with the challenges, the development trend of Self-taught examination is to expand to rural areas in the 21st century. Seen from all over the rural areas in our country, rural Self-taught examination has been a weak point. Only some developed areas have made some achievements, the overwhelming majority province has been slow. Other provinces will follow the space of Jiangsu and Zhejiang province. In the new situation, Self-taught examination expansion to the rural districts has considerable space.Based on tracing back the historical development of Self-taught examination, this study analyzed the current problems of Self-taught examination, rural development and Self-taught examination expansion to the rural areas. Based on the interview of students of Self-taught examination and rural educational leader, the thesis put forward some countermeasures.
