In our country, due to historical, institutional and political reasons, social work was given anothermeaning since long-term ago, largely considered include the ideological work, the mass work and thepublic service work (Wang Si bin,2011). The upcoming social work team includes the following fivecategories of people, namely the grass-roots party and government workers, the mass workers, thecommunity workers, the professional social workers and the social service volunteers. Visibly, peoplehave made very broad understanding of social work, social workers and social work team structure,from a professional point of view, this broader understanding of social work and social workers isgeneralization. Facing this situation of China’s social work, as professional social workers, we tend totake what kind of attitude and how to deal with this situation, which is a rather question, for theprofessional social workers’ attitude and coping measures will more or less influence the futuredevelopment trend of Chinese social work.This study uses qualitative research methods, takes child friendly homes project as the basis, andthe specific objects of the study are9home workers,6social-psychological team of specialists,2Sichuan Province Working Committee for Children and Women project officers and1UNICEF projectofficer. As a qualitative research, the author through personal participation and interviews, observationand analysis of the text data collection method, and combine with the researchers’ own workingexperience and understanding in project, mainly focus on the following questions:(1) home worker’sgrowth course and reason analysis;(2) home workers as local social workers, their cognitive on socialwork, their perceptions on their change and their identity;(3) the sustainable development of the childfriendly homes and the existing problems and challenges after its transition. In addition, the author willalso analyze the different roles of these four different subjects——the UNICEF, Working Committeefor Children and Women, community residents and college experts play in child friendly homes,exploring various actual conditions during the local social workers in their specialization process.Based on the analysis of home practice, especially through the analysis of how do UNICEF andWorking Committee for Children and Women promote home staff capacity building, why would theyhave such a system design at the beginning, exploring the realistic reasons of the existence of dualitysocial work team structure. Meanwhile, how will professional social workers lead the group of nonprofessional personnel developing towards the direction of specialization? In other words, how do theymake the occupation of these people gradually being more specialized? As a condensed version of localsocial worker professionalization process, the project of child friendly homes reflects the course ofChinese social work’s independent professional construction.On this basis, the author draws the following conclusion:(1) the duality structure of social workteam has its historical inevitability and realistic rationality;(2) local social workers professional courseis the result of various elements’ efforts;(3) there are some practical problems existing in theconstruction of social work system.
