Since the1960s Brazil’s education has a tremendous development at all levels. The number of students in school increased exponentially. However, during the development process of education, its quality problem has also been associated with it all the time. In the early1990’s, the Brazilian government declared that to grantee and improve the education quality is a strategy of the whole country. By the following its government issued a series of policies and related laws as well as regulations which docking down the following twenty years of the assurance of education quality in Brazil. And it also plays global guidance, evaluation, promoting and supporting roles in the education’s assurance process. In the law named Directives and Bases of Education (LDB), it further states that to improve the education’s quality should be the strategy’s focus which indicates that the Brazilian government has already ascended the quality assurance to the strategic level. Since21st century the Brazilian Government and its Ministry of Education has made a series of strategic planning and programs. During its strategy the government has taken some measures as follows: reformulating the curriculum standard, establishing its evaluation system, promoting professional development for teachers and strengthening its rear service. Based on this the paper takes the quality assurance as its research center, studies in the view of strategy and states the relationship between the four aspects mentioned above and the quality assurance of education. Then the article takes the National Course Examination (ENC) as a case, and discusses its evolutionary as well as implementation process, including its effects it produced, the criticism it faced and the new stage of its development. In addition to the introduction, the paper consists seven parts. The part of introduction mainly brings the topic up, makes a brief analysis on relevant literature both at home and abroad, defines the main concepts, and introduces the poses, contents as well as the purpose of this study. The first part recalls the history process of its quality assurance and the main problems it faces today. It experienced three stages:initial stage, foundation stage and maturity stage. The second part states the formation of education quality strategy, its strategic target, important policies and significant measures in the process of strategy. The third part analyzes the reformulation of its curriculum standards and its guarantee to education quality. The curriculum standard is a navigator of the whole education, whose reformulation reflects social adaptability. The fourth part overviews the establishment of evaluation system and its guarantee to education. It is the monitor of education quality. The paper discusses the evaluation systems in different levels. The fifth part elaborates the professional development for teachers and its guarantee to education quality. It is the soft factor to the education quality. During this process in Brazil, it stresses teachers’ practical ability. The sixth part analyzes the rear service and its guarantee to education quality. It is the hard factor to the education quality. It is also the material base of the whole education system. The Brazilian government strengthens its guarantee to education quality through Free Lunch plan, Textbooks plan, Teaching AIDS plan and Evaluating Materials plan and so on. The seventh part chooses the National Course Examination (ENC) as a case, and discusses its development and changes as well as its evaluation and supervision to education quality. The eighth part summarizes and reflects the experience and lessons. It is advised to establish unified education quality assurance system and form integration mode in order to improve its effectiveness and its operation efficiency.
